आगरा की जिला जेल की ऊंची दीवारों के पीछे हर दोपहर एक जादू होता है. ठीक ढाई बजे जब बाहर की दुनिया अपनी रफ्तार में खोई हुई होती है, तब इन सलाखों के भीतर खामोशी को चीरती हुई एक आवाज बंदियों के कानों में गूंजती है. 'नमस्कार, आप सुन रहे हैं आगरा जेल रेडियो!' यह सिर्फ एक रेडियो प्रसारण नहीं बल्कि उन हजारों बंदियों के लिए जीवनरेखा है जो अपनी गलतियों की सजा काटते हुए भी एक बेहतर कल का सपना देख रहे हैं.
यह कहानी 2019 में 'तिनका तिनका फाउंडेशन' के एक छोटे से सपने से शुरू हुई थी. एक माइक्रोफोन, तीन कैदियों की इच्छा, जेल स्टाफ की रजामंदी और एक छोटा-सा कमरा, बस इतनी ही पूंजी थी. आज छह साल बाद 2025 में यह छोटा सा सपना एक आंदोलन बन चुका है. अब यह आठ रेडियो जॉकी की टीम है जो हर दिन दो घंटे तक अपने साथी बंदियों के लिए संगीत, संवाद और सपनों की दुनिया रचते हैं.
जेल अधीक्षक हरि ओम शर्मा की आंखों में इस पहल को लेकर एक खास चमक है. वह कहते हैं, 'यह अब सिर्फ एक माध्यम नहीं बल्कि एक आंदोलन है.' उन्होंने देखा है कि कैसे इस रेडियो ने कैदियों के स्वभाव में नरमी लाई है उन्हें पढ़ने-लिखने के लिए प्रेरित किया है और अपनी बात कहने का एक रचनात्मक मंच दिया है.
दोपहर 2:30 से 4:30 बजे तक जेल का माहौल बदल जाता है. बैरकों में 'चिट्ठी आई है' और 'संदेशे आते हैं जैसे गीतों की धुनें गूंजती हैं. गाने की फरमाइशें लिखकर भेजने की एक छोटी सी आदत ने अनजाने में साक्षरता की एक नई इबारत लिख दी है. कई बंदियों ने पहली बार कलम पकड़ना सीखा और जिनकी लिखावट टेढ़ी-मेढ़ी थी वह अब सुधरने लगी है.
हर प्रसारण को एक खास रजिस्टर में सहेजा जाता है मानो यह जेल की दीवारों के भीतर कैद आवाजों का एक ऐतिहासिक दस्तावेज हो. शिक्षा, कानूनी जागरूकता और अनुशासन से जुड़े कार्यक्रम सबसे ज्यादा सुने जाते हैं. यह पहल इतनी खास है कि 'नेशनल बुक ट्रस्ट, इंडिया' ने इस पर 'रेडियो इन प्रिजन' नाम की एक किताब भी प्रकाशित की है.
मैं जब छह साल पूरे होने पर यहां आईं तो आंखों में गर्व के साथ एक विश्वास भी था कि संवाद सम्मान की पहली सीढ़ी है. जो कुछ मुट्ठी भर आवाजों से शुरू हुआ था, वह आज आशा का एक मंच बन गया है. यह रेडियो साबित करता है कि कैद में भी बदलाव संभव है.
बिना किसी आर्थिक मदद के यह पहल लोगों के समर्थन से फल-फूल रही है. यह रेडियो खामोशी और आवाज, निराशा और सम्मान, कैद और रचनात्मकता के बीच एक पुल है जो भारत में कारावास की कहानी को एक नया, मानवीय मोड़ दे रहा है. मेरा विश्वास पुख्ता होता जा है कि सुंदर रचनाओं के लिए संसाधन से ज्यादा बड़ी ताकत होती है-नीयत।

आगरा: 2025 की एक शाम, आगरा जिला जेल के परिचित गेट के भीतर, एक बड़े बदलाव की गूंज सुनाई दे रही थी। यहाँ लॉन्च होने के छह साल बाद 'तिनका जेल रेडियो' जेल की दीवारों के भीतर संचार, शिक्षा और भावनात्मक सुधार का एक शक्तिशाली माध्यम बन गया है।
2019 में 'तिनका तिनका फाउंडेशन' (TTF) की संस्थापक डॉ. वर्तिका नंदा द्वारा शुरू की गई यह पहल भारतीय जेल सुधार में एक मिसाल बन चुकी है। जो पहल सिर्फ तीन कैदी रेडियो जॉकी के साथ शुरू हुई थी, वह अब आठ सदस्यों की टीम बन गई है, जो हर दिन दो घंटे के प्रसारण के जरिए कैदियों के लिए जीवनरेखा का काम करती है।
एक प्रयोग से आंदोलन तक
2024 में, उत्तर प्रदेश के मुख्य सचिव ने डॉ. नंदा की एक शोध रिपोर्ट जारी की, जिसमें महिला कैदियों और उनके बच्चों की जरूरतों का मूल्यांकन किया गया था। इस अध्ययन में जेल रेडियो को संवाद, साक्षरता और पुनर्वास को बढ़ावा देने वाली एक महत्वपूर्ण शक्ति के रूप में पहचाना गया।
आगरा जिला जेल के अधीक्षक हरि ओम शर्मा ने कहा, "जेल रेडियो अब सिर्फ एक माध्यम नहीं, बल्कि एक आंदोलन बन गया है।" उन्होंने बताया कि इसने कैदियों को शिक्षा के लिए प्रेरित किया है, उनके व्यवहार में सुधार लाया है और उन्हें अपनी बात कहने का एक रचनात्मक रास्ता दिया है।
सुधार की धुन

गाने की फरमाइशें लिखकर भेजने की सरल प्रक्रिया ने अनजाने में साक्षरता को बढ़ावा दिया है। समय के साथ, कई कैदियों की लिखावट और व्याकरण में सुधार हुआ है, और कुछ ने तो पहली बार लिखना सीखा है। यह दिखाता है कि कैसे छोटी-छोटी परंपराएं भी बड़ा बदलाव ला सकती हैं।
आवाजों को रिकॉर्ड करना, भविष्य का निर्माण
हर प्रसारण को एक खास रजिस्टर में दर्ज किया जाता है, जिससे जेल के अंदर की आवाजों का सफर सुरक्षित रहता है। शिक्षा, कानूनी जागरूकता और अनुशासन से जुड़े कार्यक्रम सबसे ज्यादा लोकप्रिय हैं, जो व्यक्तिगत और संस्थागत सुधार में जेल रेडियो की भूमिका को मजबूत करते हैं।
यह पहल 'नेशनल बुक ट्रस्ट, इंडिया' द्वारा प्रकाशित किताब 'रेडियो इन प्रिजन' का भी केंद्र है, जो इसे सुधार के एक नए युग के मॉडल के रूप में दर्शाती है।
डॉ. नंदा के लिए, आगरा जेल रेडियो के छह साल पूरे होने पर यह दौरा सिर्फ गर्व का क्षण नहीं था, बल्कि इस विश्वास की पुष्टि भी थी कि सम्मान और समाज में फिर से जुड़ने के लिए संवाद बहुत जरूरी है।

A magic entered the oldest jail building in India exactly six years ago in the form of the jail radio. It was this day today in 2019 when Babloo Kumar SSP, Shashikant Mishra, Jail Superintendent, and Professor (Dr.) Vartika Nanda, Tinka Tinka Foundation inaugurated the prison radio. The radio station was established with the aim of fostering positive communication and creative engagement among inmates. A Platform of Expression and Hope
The radio was set up under the guidance of the Tinka Tinka Foundation, a leading organization working for prison reforms in India. It was conceptualized by Professor Vartika Nanda, Head. Department of Journalism, Lady Shri Ram College, Delhi University. Vartika Nanda - Wikipedia She is also the founder of the Foundation. Her vision of Radio in Prison has turned into a powerful tool for rehabilitation and reform across various prisons in the country.
How is the prison radio working today
Starting with just three inmate radio jockeys (RJs), the initiative has grown steadily over the years. Today, four inmate RJs anchor the two-hour daily programming, which includes music, storytelling, poetry, inspirational content, and educational discussions—all created and presented by the inmates themselves. The radio station has become a trusted and therapeutic space in the prison, encouraging self-reflection and personal growth.

Today, the jail radio is running efficiently under the leadership of Shri Hari Om Sharma, Superintendent of this jail. According to him, “ this jail radio has proven to be a boon for the incarcerated souls. This is also playing a vital role in improving their mental health. ”
Who were the radio jockeys in 2019
At the time of the launch, female inmate Tuhina, a graduate from IIM Bangalore, and male inmate Uday, a postgraduate, were made radio jockeys. Later, another inmate, Rajat, joined them. Tuhina became the first female radio jockey in the jails of Uttar Pradesh. The scripts for the radio were prepared by the inmates themselves.
New Voice Joins the Airwaves
This year marks a new milestone with the induction of a new RJ into the team, continuing the radio's tradition of nurturing talent behind bars. The inclusion symbolizes not just growth in numbers, but also the evolving confidence and enthusiasm among inmates to participate and contribute meaningfully.
The radio’s content remains entirely inmate-driven, with training and support provided through the Tinka Tinka Foundation. Prison authorities have also acknowledged the initiative’s role in improving mental health, reducing conflict, and building a sense of community in the jail.
Jail Radio and the research:
Vartika Nanda’s research on the “Study of the condition of women inmates and their children in Indian Prisons and their communication needs with special reference to Uttar Pradesh” was evaluated as OUTSTANDING by ICSSR. This was released in Lucknow by Shri Manoj Kumar Singh (IAS), Chief Secretary, Uttar Pradesh and Shri P. V. Rama Sastry, Director General of Police/Inspector General Prison, Prison Administration and Reform Services, Uttar Pradesh in 2024.Jail Radio: Uttar Pradesh – Tinka Tinka Prison Reforms. Interestingly, Agra Jail Radio is an important part of this research. t’s 1:30 PM in District Jail, Agra—a quiet hum fills the air as Uday, Prevendra, Bharat, and Kuldeep step into a familiar room where time transforms into connection and creativity. For the next three hours, this space is their sanctuary—a place they eagerly return to day after day.
🎙️ Welcome to the Jail Radio Room, nestled deep within the walls of this correctional facility in Uttar Pradesh. It’s not just a room—it’s a heartbeat of possibility. Here, incarcerated voices find rhythm, stories take flight, and prisoners become storytellers, broadcasters, and beacons of change. The microphone gives them something rare: a platform to express, to heal, and to hope.
Conceived and executed by India’s leading prison reformer, Prof. Vartika Nanda, this pioneering initiative was inaugurated on July 31, 2019 by Babloo Kumar (IPS), SSP, Agra and Shashikant Mishra, Jail Superintendent.
When COVID-19 struck India, a nationwide ban on jail visitations was imposed—cutting incarcerated individuals off from their families and the outside world. It was during this period of isolation that the transformative power of prison radio was profoundly realized.
📻 In the absence of physical connections, radio emerged as a lifeline. Within the prison walls, it became the primary source of information, reassurance, and entertainment—offering comfort to countless souls navigating uncertainty behind bars.
✨ It was amid this backdrop that the Tinka Model of Prison Radio began to take shape—an innovative concept driven by the need for emotional resilience and constructive engagement.
Later, in 2024, a detailed research report titled, “Study of the condition of women inmates and their children in Indian Prisons and their communication needs with special reference to Uttar Pradesh” conducted under the Indian Council of Social Science Research (ICSSR), was released in Lucknow by Shri Manoj Kumar Singh (IAS), Chief Secretary, Uttar Pradesh and Shri P. V. Rama Sastry, Director General of Police/Inspector General Prison, Prison Administration and Reform Services, Uttar Pradesh.
Today, Jail Radio at District Jail, Agra stands as an integral pillar of daily life within the prison—no longer a novelty, but a deeply embedded channel of communication, reflection, and reform.
📚 This transformation has been captured in the book Radio in Prison, published by National Book Trust (NBT), India in 2024. The book places Agra's Jail Radio at the heart of its narrative and highlights how the initiative has reshaped prison culture. It has contributed in the improving the mental well-being of inmates and has given them a creative engagement apart from providing them a much-needed identity. Staff and inmates alike participate, promoting unity and positive communication within the prison ecosystem through this jail radio.
Interestingly, this radio paved the way for establishing prison radios in Haryana and in District Jail, Uttarakhand by Tinka Tinka Foundation. Today, these jails have a better way of communicating with each other.
