Press Release: Tinka Tinka India Awards: Inmates and jail staff to be honoured on 9th December: National Awards complete 9 years in 2023: Celebrating creativity & good work in Jails.
9th national Tinka Tinka India Awards, exclusive awards dedicated to prison reforms will be announced and given away on 9th December, on the eve of Human Rights Day. Conceived in 2015 by prison reformer Dr. Vartika Nanda, these are the only awards that recognise and honour creativity and extraordinary work in jails. The awards are given by Tinka Tinka Foundation, a public charitable trust, dedicated to prison reforms.
Main categories: Tinka Tinka India Awards are bestowed under 4 categories- Painting, Special Mention, Tinka Tinka Bandini Awards and Prison Administrators Awards.
Every year, a prison-related subject is chosen as the main theme for painting by inmates. In 2019, the theme was ‘Radio in Jails’, in 2020, chosen theme was ‘Covid-19 and Prisons’, in 2021, it was ‘Telephone in Jails’, ‘Newspapers in Jails’ was the topic in 2022 whereas ‘Television in Jails’ is the subject in the year 2023. Special Mention Award is given to the inmate doing extraordinary work in jail and contributing to the well-being of other inmates, in order to ameliorate prison life. Tinka Bandini Award is exclusively given to women inmates for their special contribution to jail life, whereas prison administrator award is conferred on the jail staff with at least 10 years of jail service who have excelled in their performance of duty. Names of the jail staff are sent by the DG Prisons of the respective state.
Entries this year: Large number of entries of prison inmates were received this year also, which included a foreign national as well. There were approximately 500 entries in painting category alone whereas about 60 applied for special mention category. Maximum number of entries have been received from Tamil Nadu, including 11 sent by women inmates.
68-year-old Manjit Kaur, lodged in District Jail Faridabad, Haryana, was the oldest inmate whose entry was received for the award this year. She was nominated under special mention category. Saileshbhai Ramanbhai Dalvi and Siddharth Dalvi, both 19 years of age and detained at Central Jail Surat, Gujarat, were the youngest inmates who sent their entries under painting category.
Winners will be given a certificate, a specially designed T-Shirt, 3 books on prison reforms and a book mark. This includes a copy of the recently released Tinka Tinka Tihar (second edition published in 2023) which will be sent to motivate the inmates to engage themselves in prison writing.
Every year, the awards ceremony is organised in an important prison of the country. In 2022, it was conducted at Central Jail, Sabarmati (Gujarat), in 2021 at Central Jail, Bhopal (MP) and in 2020 at District Jail, Faridabad (Haryana).
Jury: This year the jury for Tinka Tinka Awards was Shri Sunil Kumar Singh, IPS (retd.), Former DG Prisons, Tamil Nadu and Shri B.K. Upadhyay, IPS DG Home Guards and Former ADG Prisons, Maharashtra and Dr. Vartika Nanda, Founder, Tinka Tinka Foundation.
Background: Dr. Vartika Nanda heads the Department of Journalism at Lady Shri Ram College, University of Delhi. She was awarded the Stree Shakti Puraskar by the President of India in 2014. Her work on prisons has twice found a place in the Limca Book of Records and was acknowledged by the Supreme Court of India in 2018. Her recent research on "Study of the status of women prisoners and their children in Indian prisons and their communication needs with special reference to Uttar Pradesh" was appraised and considered 'outstanding' by ICSSR. Three books in the Tinka Tinka series – Tinka Tinka Tihar, Dasna and Madhya Pradesh are also recognized as masterpieces on prison life.

जेल सुधारों को समर्पित राष्ट्रीय तिनका तिनका इंडिया अवॉर्ड्स की घोषणा 5 दिसंबर 2023 को की जाएगी. पुरस्कार 9 दिसंबर को मानवाधिकार दिवस की पूर्व संध्या पर दिए जाएंगे. इन अवॉर्ड्स की परिकल्पना जेल सुधारक डॉ. वर्तिका नन्दा ने साल 2015 में की थी. ये एकमात्र ऐसे पुरस्कार हैं जो जेलों में रचनात्मकता और अति विशिष्ट काम के लिए दिए जाते हैं। पुरस्कार हर साल तिनका तिनका फाउंडेशन द्वारा दिए जाते हैं, जो जेल सुधारों के लिए समर्पित एक ट्रस्ट है. तिनका तिनका इंडिया अवॉर्ड्स का यह नौवां साल है।
पुरस्कार श्रेणियां: तिनका तिनका इंडिया अवॉर्ड्स को 4 श्रेणियों में विभाजित किया गया है- पेंटिंग, विशेष उल्लेख (स्पेशल मेंशन), तिनका तिनका बंदिनी अवॉर्ड्स और जेल प्रशासक पुरस्कार। हर साल पेंटिंग के लिए जेल से संबंधित किसी एक विषय को चुना जाता है. 2019 में 'जेलों में रेडियो', 2020 में 'कोविड-19 और जेलें', 2021 में 'जेलों में टेलीफोन', 2022 में 'जेलों में समाचार पत्र' जबकि 2023 में 'जेलों में टेलीविजन' थीम को चुना गया है.
जेल में असाधारण काम करने वाले और जेल जीवन को बेहतर बनाने के लिए अन्य बंदियों की भलाई में योगदान देने वाले बंदी को विशेष उल्लेख पुरस्कार दिया जाता है. तिनका तिनका बंदिनी पुरस्कार विशेष रूप से महिला कैदियों को जेल में उनके विशेष योगदान के लिए दिया जाता है जबकि जेल प्रशासक पुरस्कार कम से कम 10 साल की जेल सेवा वाले जेल कर्मचारियों को दिया जाता है जिन्होंने अपने कर्तव्य में उत्कृष्ट प्रदर्शन किया है. जेल कर्मचारियों के नाम संबंधित राज्य के डीजी जेल द्वारा भेजे जाते हैं.
इस साल की प्रविष्टियां: इस साल भी पेंटिंग, स्पेशल मेंशन और जेल स्टाफ की श्रेणी में करीब 500 प्रविष्टियां आई हैं। इनमें एक विदेशी नागरिक की प्रविष्टि भी शामिल है. वहीं विशेष उल्लेख श्रेणी में करीब 60 प्रविष्टियां आई हैं। इस वर्ष सबसे अधिक प्रविष्टियां तमिलनाडु से आई हैं. इनमें 11 महिला बंदिनियां शामिल हैं।
इस बार मिले नांमाकन में सबसे अधिक उम्र की बंदी जिला जेल, फरीदाबाद में बंद मनजीत कौर रहीं. उनकी उम्र 68 साल है. सबसे कम उम्र के बंदी वडोदरा सेन्ट्रल जेल, गुजरात के शैलेशभाई रमनभाई दलवी और सिद्धार्थ दलवी हैं. इनकी उम्र 19 वर्ष है और इन्होंने पेंटिंग श्रेणी में एंट्री भेजी थी.
इस साल विजेताओं को एक प्रमाण पत्र, एक विशेष रूप से डिजाइन की गई टी-शर्ट, जेल सुधार पर 3 किताबें और जेल में बना एक बुक मार्क दिया जाएगा। इसमें हाल ही में जारी तिनका तिनका तिहाड़ (2023 में प्रकाशित दूसरा संस्करण) की एक प्रति शामिल है, जिसे कैदियों को जेल लेखन में शामिल होने के लिए प्रेरित करने के लिए प्रदान किया जाएगा।
हर साल देश की किसी महत्वपूर्ण जेल में पुरस्कार समारोह का आयोजन किया जाता है. 2022 में यह सेंट्रल जेल, साबरमती (गुजरात), 2021 में सेंट्रल जेल, भोपाल (एमपी) और 2020 में जिला जेल, फरीदाबाद (हरियाणा) में आयोजित किया गया था
जूरी: इस साल तिनका तिनका पुरस्कारों की जूरी में श्री सुनील कुमार सिंह, आईपीएस (सेवानिवृत्त), पूर्व डीजी जेल, तमिलनाडु, श्री बी.के. उपाध्याय, आईपीएस पूर्व डीजी होम गार्ड्स एवं पूर्व एडीजी जेल, महाराष्ट्र और डॉ. वर्तिका नन्दा, संस्थापक, तिनका तिनका फाउंडेशन शामिल रहे.
पृष्ठभूमि: डॉ. वर्तिका नन्दा दिल्ली विश्वविद्यालय के लेडी श्रीराम कॉलेज में पत्रकारिता विभाग की प्रमुख हैं. उन्हें 2014 में भारत के राष्ट्रपति द्वारा स्त्री शक्ति पुरस्कार से सम्मानित किया गया था। जेलों पर उनके काम को दो बार लिम्का बुक ऑफ रिकॉर्ड्स में जगह मिली है. डॉ. नन्दा के काम का उल्लेख 2018 में भारत के सर्वोच्च न्यायालय एक महत्वपूर्ण आदेश में भी किया गया था. 'भारतीय जेलों में महिला कैदियों और उनके बच्चों की स्थिति और उत्तर प्रदेश के विशेष संदर्भ में उनकी संचार आवश्यकताओं का अध्ययन' पर उनके शोध को आईसीएसएसआर द्वारा मूल्यांकन कर उसे 'उत्कृष्ट' माना गया। तिनका तिनका श्रृंखला की तीन पुस्तकें - तिनका तिनका तिहाड़, तिनका तिनका डासना और तिनका तिनका मध्य प्रदेश भी जेल जीवन पर उत्कृष्ट कृतियों के रूप में पहचानी जाती हैं और कारागार जीवन पर एक प्रामाणिक दस्तावेज हैं।
