यह कम ताज्जुब की बात नहीं है कि देश की सबसे पुरानी जेलों में से एक और दक्षिण एशिया की सबसे बड़ी जेल तिहाड़ को महिलाओं को ओपन जेल तक लाने में इतने सालों का समय लग गया. यह भी ताज्जुब की बात है कि तिहाड़ की खुली जेल में रह रहे मनु शर्मा और सुशील शर्मा जैसे बंदी लगातार चर्चा में रहे और उन्हें मिलने वाली सुविधाएं हर बार सवालों के घेरे में आती रहीं, लेकिन महिलाओं की स्थिति को लेकर किसी तरह की गंभीर पहल करने में खुद तिहाड़ भी चूक गया.
असल में जेलों का निर्माण पुरुषों के हिसाब से ही किया गया था. महिला और बच्चे बाद में जोड़े. जेलों के मामले में महिलाओं और बच्चों की जरूरतें आज भी उतनी प्राथमिकता नहीं पातीं. यही वजह है कि अपनी सजा पूरी होने की कगार पर खड़ी कई महिलाएं अपने अच्छे और सुधरे आचरण के बावजूद खुली जेल में पहुंचने में अयोग्य करार दी जाती हैं. जेल में बंद ये महिलाएं आर्थिक, सामाजिक, शारीरिक, सृजनात्मक और यहां तक कि अपने रिश्तों के लिहाज से भी अपने आपको कटा हुआ पाती हैं.
भारत की जेलों में इस समय करीब 17,000 महिलाएं कैद हैं. इनमें से करीब 6000 आजीवन कारावास पर हैं. देश में महिलाओं के लिए कुल 18 जेलें हैं और सिर्फ 4 जेलें खुली जेलें हैं. देश की जेलों में करीब 30 प्रतिशत जगह अभी भी खाली पड़ी है. इन्हीं जेलों में करीब 1800 बच्चे अपनी मां के साथ रहने को मजबूर हैं. यह हिंदुस्तान की जेलों का एक बड़ा सच है. भारत के कई राज्यों में आज भी महिलाओं के लिए आज भी तेल या शैंपू ले जाना मना है. लेकिन इन जेलों में महिला कैदियों के साथ फैशन शो करने में कभी कोई मनाही नहीं दिखती. जेलों को लेकर हमारा रवैया इस कदर ढीला और नकारात्मक है कि देखकर हैरानी होती है.
15 अगस्त से पहले तिहाड़ से 6 महिलाओं का सेमी ओपन जेल तक पहुंचना तकरीबन तय लगता है. यह एक अच्छी खबर है. तिहाड़ के माहनिदेशक अजय कश्यप और उप महानिदेशक एसएस परिहार के निर्देशन में तिहाड़ एक बड़ी मिसाल कायम करने जा रहा है. देश की बाकी जेलों के लिए तिहाड़ को ऐसी नजीर पेश करनी होगी, जो अनुकरणीय हो और सम्माननीय भी.

महिलाओं को हमेशा से ही समाज से कटा हुआ मना जाता है फिर चाहे वो जेल के बाहर की दुनिया हो या खुद जेल हो। जेल में रहने वाली महिलाओं की स्थिति बहुत नकारात्मक है। परंतु वर्तिका नंदा औरतों के लिए जेल में बहुत बदलाव लाना चाहती हैं। और वो हमेशा से ही जेलों में औरतों की ज़िन्दगी सुधारने का अनूठा प्रयत्न करती आ रही हैं। और आशा है कि वो आगे भी बिना रुके ऐसे ही एक - एक तिनके को जोड़कर इन ज़िंदगियों को संवारती रहें।

I hve read an article by Vartika Mam in which she mentioned that in many jails women prisoners do have access to outdoor games and some of them have started to lose their eyesight because they are staring at the same white wall all the time. The condition of women prisoners in India is very saddening. Some of them are staying with their children and the future of these children are also a matter of concern. It is good news that certain measures are being taken for them, but from this article we can understand that more work need to be done. #tinkatinka #prisonreforms #humanrights

The present living conditions of prisons is not what it ought to be, prisons are overcrowded, women inmates along with their children are forced to live in narrow spaces for a prison along with their children. There ought to be more women prisons and more open jails in the country, from the women jails in Mauritius we can see our way ahead in prison reforms. Dr. Vartika Nanda provides interesting insight on women inmates and the issue of women prisons. She is working tremendously hard to spread the movement for prison reforms in India. She has written three books Tinka Tinka Tihar, Tinka Tinka Madhya Pradesh, Tinka Dasna, and gives a true representation of life inside prisons. In her books, instead of sensationalizing, she sensitizes readers to the harsh realities of prisons. She is shattering the dehumanized and barbaric image of those incarcerated. Through her work, she is showing that inmates are humans with talent, aspirations, and a will to improve themselves. Her newest initiative is opening a prison radio in Haryana, she has earlier done so in Agra. Workshops were held to train inmates and to develop their talents and creativity. Her work is a testament to the idea that rehabilitation and not punishment is the answer.
