2015: Lok Sabha Speaker Sumitra Mahajan releasing first ever musical video with inmates as singers & performers: Tinka Tinka Tihar

“Tinka Tinka Tihar”, – a the musical video song that was born amidst the gray, lifeless imprisonments of inmates who were ignited with creativity and the spark of hope – was produced by Lok Sabha TV, and released in the Parliament House Chamber by Sumitra Mahajan, Hon’ble speaker, Lok Sabha in May 2015.
The musical video found its way to be shot inside jail number 2 of Tihar, conceptualised, scripted and directed by Vartika Nanda, a prison reformer and journalist. The video song broke records of being first ever of its kind to have been shot in a prison - and that too, in the largest prison in South Asia. A song that resonated with many hearts and souls. A song that was called “Tinka Tinka Tihar”.

2015: Tinka Tinka Tihar: Limca Book of Records

Mehra (IPS), Director General, Tinka Tinka Tihar, is the first of
its kind, featuring a collection of poems written by selected female inmates of
the Tihar prison complex. Published in both English & Hindi by
Rajkamal Prakashan, this book was released by the then Union Minister of Home
Affairs, Shri Sushil Kumar Shinde at the APCCA Conference in
Vigyan Bhawan in New Delhi in September, 2013. This book is a unique effort to give
platform to women inmates lodged in Tihar jail. This book was hailed by various
media channels, including NDTV and Hindi website of the BBC. This
book has already been translated into Italian, Tamil, Malayalam and Gujarati.

कोई थी निर्भया
वर्तिका नन्दा
एक थी भंवरी देवी, एक थी प्रिदर्शिनी मट्टू, एक थी नैना साहनी। इनका नाम हम जानते थे। लेकिन एक थी
वो, एक थी यह। देश में एक मिनट में होने वाले कम से कम तीन अपराध। किसी जघन्य अपराध की बलि
चढ़तीं औरतें जिन पर एक कॉलम की खबर आई या कई बार वो भी नहीं। खबर में उम्र का जिक्र, 5 डबल्यू,1
एच। जांच और अदालती कार्यवाही के बीच जनता की स्मृति से असली और नकली नाम अक्सर कहीं खो जाता
है और उनके मानस से अपराध का दर्द भी।
लेकिन एक थी निर्भया। उसके साथ जो हुआ, उसने देश के अवचेतन को हिलाया, भिगोया, सहमाया और
हिम्मत दी कि वह एकजुट हो जाए। जनता के सब्र का बांध आखिर में टूट गया। सत्ता पर कांच की चूड़ियां
और बेजान सिक्के फेंक कर उसने वह संदेश दिया जो संचार की एक नई परिभाषा है। 16 दिसंबर के बाद इस
देश से अपराध, खास तौर पर महिलाओं के खिलाफ होने वाले अपराध पर एक नई बहस का पौधा उगा था
लेकिन वो फिर कहीं गुम हो गया लगता है।
यहां सवाल का बवाल भी याद आता है। शशि थरूर सबसे पहले कहते हैं कि पीड़ित का नाम क्यों न बताया
जाए। भारत जैसे देश में खास तौर पर पीड़ित और उसका परिवार डर और सदमे में रहता है। वह चुप्पी साध
लेता है। हमारी परिपाटी ऐसी है कि पीड़िता बरसों यह कहने से बचती है कि वह बलात्कार या घरेलू हिंसा की
शिकार है क्योंकि नाम सार्वजनिक होने के बाद जो नई यात्रा शुरू होती है, वह सिवाए एक पीड़ित के कोई भी
समझ नहीं सकता। यही वजह है कि तमाम चमकदार कानूनों और धमाकेदार बहसों के माहौल के बीच भी
भारत के पीड़ित के साथ अक्सर बनी रहती है – एक भीगी चुप्पी।
लेकिन इस बार चुप्पी टूटी थी। हालांकि इस बार मीडिया ने पूरी सतर्कता बरती कि उसकी वजह से पीड़ित की
पहचान न खुले पर पीड़ित के परिवार ने चुप्पी तोड़ दी। यह हिम्मत थी और समाज के प्रति गूढ़ विश्वास भी।
बलात्कार की रिपोर्टिंग का एक नया चेहरा उभर कर सामने आया। पर बात नाम की है। शेक्सपीयर ने कहा था
– नाम में क्या रखा है। पर 16 दिसंबर के बाद से नाम की जरूरत का आकार इतना बड़ा हो गया कि बाकी
चीजें बेनाम लगने लगीं। देश की शीर्ष नेता खुद उसके घर गईं और अब एक राजनीतिक दल के सौजन्य से
ज्योति के नाम पर रख दिया गया है एक साइंस सेंटर। इसके अपने खतरे हैं।
पीड़ित पहले भी थे, आज भी हैं, कल भी होंगे। तो क्या जिन पीड़ितों का नाम सार्वजनिक न हुआ, वे कम हो
गए। क्या सार्वजनिक होने के बाद पीड़ित के सम्मान का यही एक इकलौता रास्ता है, क्या जनता और मीडिया
सारी ताकत के साथ एकजुट होकर एक आंदोलन न बनाती तो यह मामला इस परिप्रक्ष्य में सामने आता, जैसे
आया है और क्या नाम के इस नए पन्ने के खुलने के बाद आने वाले समय में पीड़ितों के सामने अपने नाम
को बेपरदा करने का मानसिक दबाव बनेगा और जो अपना नाम न बताना चाहेंगें, उनके लिए राजनीति लैंस
किसी और कोण से काम करेगा।
और इससे बड़ा सवाल। क्या पीड़ित के सम्मान के और विकल्प हैं। असल में भारत जैसे देश में नाम की
अपनी एक कहानी है। कुछ नामों पर इतनी सड़कें हैं कि पूरी दुनिया की सड़कें सकुचा जाएं। चौराहे, मूर्तियां,
पुल, डाकटिकट वगैरह किसी विशेष के नाम पर करने की लंबी कवायद चलती है। कुछ नाम हमें वाकई योग्य
दिखते हैं जबकि कई योग्यता के पैमाने पर अ-मान्य। हमारे यहां नामों की कहानी राजनीतिक पहिए से चिपकी
मानी जाती रही है और नामों को लेकर तीखी टिप्पणियों का इतिहास भी रहा है।
इन सारी कवायदों के बीच कोशिश होती है कि नाम जिंदा रहे। काम भी जिंदा रहे और आने वाली पीड़ियां उस
नाम को आगे ले जा सकें। लेकिन जहां तक सवाल पीड़ित का है, तो उसका असल सम्मान शायद कार्यवाई से
होता है। उन कामों से कि वे घटनाएं दोबारा न हों और उन कामों से भी कि पीड़ित को यह विश्वास जगे कि
सत्ता, समाज और पुलिस सच में उसके साथ है।
पर तमाम कोशिशों के बाद भी ऐसा होता लगता नहीं। अब भी यह बात कठोरता और एकमने के साथ सामने
नहीं आई है कि किसी भी दल में ऐसे उम्मीदवार को जगह नहीं मिलेगी जो ऐसी वारदातों के आरोप में घिरा
पाया जाएगा। महिला अधिकारों और उसकी सुरक्षा का जिम्मा लिए संस्थाओं की तरफ से भी कोई ऐसा ठोस
काम नहीं हुआ है कि रौशनी दिखे। निर्भया जिंदगी और मौत से लड़ती रही और बाहर औरत के खिलाफ
जमकर बयानबाजी भी होती रही। जिन्होंने बयान दिया, उनका किसी राजनीतिक दल ने बहिष्कार नहीं किया।
हेल्पलाइन शुरू हुई पर साथ ही लड़खड़ा गई।
पीड़ित के दर्द को सबसे ज्यादा आत्मसात इस देश की जनता और मीडिया ने किया। लगातार कटाक्ष और
अपमान का सामना करता भारत का अपरिपक्व कहलाने वाला मीडिया निर्भया मामले में बेहज संजीदा दिखा।
कई चैनलों ने नए साल के विशेष कार्यक्रम तक रद्द कर दिए। वे निर्भया को भूले नहीं। उन्होंने भूलने दिया भी
नहीं। लेकिन सत्ता शायद फिर भूल गई। 1000 करोड़ के निर्भया फंड का क्या हुआ, कोई नहीं जानता (हां, मार्च
2015 में एक अंग्रेजी अखबार ने यह खुलासा जरूर किया कि कम से कम 800 करोड़ अब तक खर्च नहीं हुए
हैं और जो बाकी खर्च हुए, उनका भगवान मालिक)
जिसका काम उसी को साजे। सम्मान करने का काम जनता पर छोड़ा जा सकता है। वह कीजिए जिसकी जनता
को आपसे दरकार है – और वह है – एक सशक्त सुशासन, सतर्क विपक्ष, सक्रिय आयोग, मानवीय पुलिस,
समय पर न्याय और शालीन व्यवहार।
श्रद्धांजलि यहीं से शुरू होती है और ऐसी श्रद्धांजलियां जीती भी हैं।

On February 19, 2014, Tinka Tinka Tihar and its testament to the power of poetry as a medium of expression, healing, and transformation found its way to the pages of The Hindu. The esteemed newspaper in the article ‘Verses across Bars’ introduces the unique and remarkable book of poems written by women inmates of Tihar, India’s largest prison, titled Tinka Tinka Tihar and edited by Dr Vartika Nanda, a journalist, media educator, and a prison reformer.
The article gives an insight into the process of creating the book, and the challenges and rewards of working with the inmates, highlighting the importance of giving a platform to the marginalized and voiceless sections of society, who are often ignored or stigmatized by the mainstream as the author writes, “ Even though society at large wants to maintain distance from prisoners, there are some who think about their life, aspirations, and future. It is a tribute to the human spirit that can overcome adversity and find hope in the darkest of situations.

2014: Tinka Tinka on the Wall

On March 19, 2014, Lieutenant Governor of Delhi Najeeb Jung unveiled the Tihar wall mural – a stunning example of how art can transform lives and spaces. The piece of art that covers the entire length of the front wall of Tihar jail is a collaborative work of inmates, artists, and students. It is based on a poem called Chardiwari or four walls written by an inmate, for the book Tinka Tinka Tihar, which is a collection of poems and paintings by the inmates of Tihar. This book is edited by Vartika Nanda and Vimla Mehra. This particular poem on the wall expresses the hopes and dreams of the prisoners, who are often marginalized and forgotten by society.

2014: International Book Fair: Delhi: विश्व पुस्तक मेला में 'तिनका तिनका तिहाड़'

'तिनका तिनका तिहाड़' की गूंज विश्व पुस्तक मेला प्रगति मैदान में खूब सुनाई दी। अवसर था- नई दिल्ली विश्व पुस्तक मेला 2014, लेखक मंच, हॉल नं. 18, प्रगति मैदान, नई दिल्ली।
तिनका तिनका तिहाड़ : एक परिचय - तिनका तिनका तिहाड़ विमला मेहरा और वर्तिका नंदा का संपादित काव्य संग्रह है। यह पहली ऐसी किताब है जिसमें तिहाड़ की महिला कैदियों की लिखी कविताओं का संकलन किया गया है। तिहाड़ दक्षिण एशिया की सबसे बड़ी जेल है। इस किताब का विमोचन देश के गृहमंत्री सुशील कुमार शिंदे ने किया था और यह किताब लगातार चर्चा में है। इसकी शुरुआत एक कविता संग्रह के तौर पर हुई और इसके केंद्र में महिला कैदी रहीं। बाद में इसी शीर्षक से वर्तिका नंदा और विमला मेहरा ने एक गाना भी लिखा जिसे तिहाड़ के कैदियों ने गाया है।
पुस्तक मेला में आयोजित कार्यक्रम में भी कई नए प्रयोग किए गए। शुरुआत में कैदियों के हाथों का बनाया गया कैलेंडर रिलीज किया गया और अरुणिमा कुमार ने एक कविता की अभिनयात्मक प्रस्तुति की। कार्यक्रम के लिए बने लेखक मंच को कैदियों के हाथों बने सामान से इस तरह सजाया गया था कि मंच तिहाड़ का ही हिस्सा लग रहा था। इस अवसर पर कैदियों के बनाए गए कागज और उनके बनाए चित्रों का एक कैलेंडर और बुक-मार्क भी आगंतुकों को उपहार में दिया गया।
जानी-मानी पत्रकार और लेखिका वर्तिका नंदा ने पूरे कार्यक्रम की रूपरेखा तैयार की थी। कार्यक्रम का खास आकर्षण विमला मेहरा व वर्तिका नंदा के लिखे गीत 'तिनका-तिनका तिहाड़' था। साथ ही संगीत, वीडियो और कैदियों के छायाचित्रों का भी उसमें समायोजन बड़े ही रोचक ढंग से किया गया था। विमला मेहरा व वर्तिका नंदा (संपादक-युगल) ने 'तिनका-तिनका तिहाड़' पुस्तक की कल्पना और उससे जुड़ी यादों को भी इस कार्यक्रम में साझा किया।
कार्यक्रम एशिया की सबसे बड़ी तिहाड़ जेल के एक सफर जैसा था। मुख्य वक्ता थे- कमर वहीद नकवी।
असल में यह किताब लगातार प्रयोग करती रही है और आने वाले दिनों में वर्तिका और विमला 'तिनका तिनका तिहाड़' पर फिर एक नया प्रयोग करने जा रही हैं। कार्यक्रम के कोरियोग्राफर : अरुणिमा कुमार और डिजाइनर : अभिनीत सिंह। पहले आओ आधार पर 100 नि:शुल्क प्रवेश पास भी कार्यक्रम में शामिल होने के लिए साहित्यप्रेमियों को दिए गए। पाठकों ने विशेष रियायती मूल्य पर 'तिनका तिनका तिहाड़' की लेखक द्वारा हस्ताक्षरित प्रतियां भी खरीदीं।

2013: Tinka Tinka Tihar: Book Released: | तिनका तिनका तिहाड़

Tinka Tinka Tihar, the book that was launched by the former Home Minister of India, Sushil Kumar Shinde, at an international conference in New Delhi in 2013, has become the voice of the women behind bars of Tihar Jail, spreading its wings across a print medium. The book is a joint effort of Dr. Vartika Nanda, a media educator and prison reformer, and Vimla Mehra, Director General of Tihar Jail.
It is a rare attempt to provide a creative outlet for women who are confined in jail and share their emotions through poetry and has received recognition from the Limca Book of Records in 2015. It has been translated and published in six languages: English, Hindi, Tamil, Malayalam, Gujarati, and Italian, and has inspired a song called Tinka Tinka Tihar, sung by the inmates of Tihar jail, which also made it to the Limca Book of Records.
Tinka at India Habitat Centre: 18 undertrials were given special permission to perform outside four walls : 2013

Tinka at India Habitat Centre was an event that was never seen before as it featured 18 undertrials from Tihar jail who were given special permission to perform on stage. The event was a joint effort of Tinka Tinka, a prison reform initiative spearheaded by Dr. Vartika Nanda, in collaboration with the Delhi Prisons and the India Habitat Centre. The event took place on December 16, 2018, the sixth anniversary of the Nirbhaya gang rape case, to commemorate the International Human Rights Day and create awareness about the rights and dignity of prisoners.
The event revealed the talents and imagination of the undertrials who sang, danced, acted, and recited their own songs, dances, skits, poems and stories that they had crafted during their time in jail. The event also hosted a panel discussion on prison reforms and human rights with eminent speakers such as Justice Madan B. Lokur, former judge of the Supreme Court of India, Ajay Chaudhary, Special Commissioner of Police, Delhi, Sudhir Yadav, former Director General of Delhi Prisons, Vimla Mehra, former Director General of Delhi Prisons and co-author of Tinka Tinka Tihar, and Ved Kumari, Dean and Professor of Law at Delhi University.
The event was a rare opportunity for the undertrials to communicate and connect with the outside world. It was also a platform for emphasizing the need for prison reforms and human rights in India and was featured in Delhi Times, The Hindu and other prestigious newspapers.

2013: Tinka Tinka Tihar in Print Media: In Tihar, It is Poetry in Motion

Tinka Tinka Tihar and the poetries written by female inmates behind the bars of misfortune has echoed with sweet triumph and appreciation across print media which has showered the one-of-its-kind initiative towards prison reform with words of appreciation, recognition and encouragement in newspapers such as The Hindu, Delhi Times, Hindustan Times and Times of India.
Tinka Tinka Tihar, co-authored by Vartika Nanda, a prison reformer and journalist, and Vimla Mehra, the former Director General of Tihar Jail, is a unique project that aims to bring out the hidden talents and voices of the women inmates of Tihar Jail. The book contains a collection of poems written by selected female inmates, while the song is a musical video featuring their voices and faces. Tinka Tinka Tihar is not just a book or a song, but a movement that seeks to bridge the gap between the prisons, judiciary and society, and to inspire hope and change in the lives of these women.
