Tinka Tinka India Awards 2019: 5th Year
National awards celebrating creativity in prison
Tinka Tinka India Awards has released important data related to the nominations received for the year 2019. These awards are released every year on the occasion of Human Rights Day.
Tinka Tinka India Awards had three categories this year- Painting, Special Mention and awards for jail staff.
This year the theme for painting was Radio in Jails. Inmates were asked to make paintings and sketches on this theme, irrespective of the availability of radio in the prison they are lodged in. In this process, Tinka Tinka also launched prison radio in Agra District jail, the oldest prison in India. This is the model of Tinka Tinka Prison Reforms that will take shape in the next few months.
Total number of nominations for inmates in the Painting section is 144. This year maximum nominations came from Bilaspur, Chhattisgarh with 44 inmates being nominated for the painting category. This was followed by Uttar Pradesh with 35 entries for nomination in the same section. A glance at the nomination list reveals that inmates from diverse age groups have participated.
The youngest inmates are Dheeraj Kori from Banda, Uttar Pradesh and Seetla from Bilaspur Chhatisgarh, both 18 years old. Oldest participant for the award is Bheshlal, aged 75 years from Bilaspur, Chhatisgarh. He has also sent his entry for the painting section. Despite being unable to walk, this convict has devoted himself to picture life in jail. He was given First Prize in the painting section in 2017. Taking forward the requests made by Tinka Tinka, the then Superintendent of Bilaspur Central Jail S S Tigga created a special painting studio in prison encouraging inmates to give expression to their creative skills.
In the Special Talent section for inmates, 19 nominations were received. This award honors those inmates who have attempted to bring significant positive influence on jail life. Youngest participant in this section is Rahul from Chandigarh, who is just 22 years of age. He works in the Welding section of the jail. The oldest is Priya Swami from Chandigarh and is 64 years old. He works in the Polish section of the jail.
This year 28 jail staff had applied for Tinka Tinka India Awards, through their respective state headquarters. This category recognises the contribution of those jail personnel who go beyond their regular call of duty and contribute in the reformation process.
Mementos for this year have been conceived and crafted by 7 inmates from District Jail Banda, Uttar Pradesh. They are Shiv Prasad(CT), Luvkush (UT), Sikander (CT), Janki (UT), Ajay(CT), Amit(UT) and Anil(UT). These fans are specifically designed in Banda jail and are fitted with LED lights. Tinka Tinka has initiated the process of getting mementos made at one nodal office/jail which are then sent to prisons across India to motivate and inspire other prisons for encouraging creativity within them.
A special paper bag is also designed and printed in Lucknow on the theme of Jail Radio with the image of the sketch drawn by Uday Sarup, a 26-year old inmate lodged in Agra District jail.
Jury this year included Shri Ram Phal Pawar, IPS, DG, NCRB and Dr. Javeed Ahmed, IPS, DG, NICFS, MHA and Vartika Nanda. Jury meet was held at the NCRB headquarters on December 3, 2019.
Tinka Tinka Awards have been initiated by Vartika Nanda, India’s leading prison reformer. Every year Tinka Tinka Awards are released in a prison in the presence of inmates and jail staff. Ceremony for 2018 took place in Jaipur Central jail and 2017 in Tihar Jail, Delhi. This year the award ceremony will take place at Lucknow District jail on December 8, 2019. These will be released by Shri Anand Kumar, IPS, DG Prisons, Uttar Pradesh and Shri Sulkhan Singh, Former DG Police, Uttar Pradesh.
Tinka Tinka has created three successful series also in the form of Tinka Tinka Madhya Pradesh, Tinka Tinka Dasna and Tinka Tinka Tihar.

तिनका तिनका इंडिया अवॉर्ड- 5वां साल
जेलों के लिए राष्ट्रीय पुरस्कार
मानवाधिकार दिवस पर दिए जाने वाले तिनका तिनका इंडिया अवॉर्ड की महत्वपूर्ण सूचना जारी की जा रही है। तिनका तिनका इंडिया अवॉर्ड्स में इस साल तीन श्रेणियां रहीं- पेंटिंग, विशेष प्रतिभा और जेल प्रशासकों के लिए पुरस्कार
इस वर्ष पेंटिंग की थीम है- जेल में रेडियो. बंदियों को इस विषय पर पेंटिंग और स्केच बनाने के लिए कहा गया था ,बावजूद इसके कि वे जिस जेल में बंद हैं, वहां रेडियो की उपलब्धता है या नहीं। यह विषय जेल सुधार से जुड़ा है। इस प्रक्रिया में तिनका तिनका ने आगरा जिला जेल में रेडियो की शुरुआत की है. यह भारत की सबसे पुरानी जेल है. यह तिनका तिनका प्रिज़न रिफॉर्म्स का मॉडल है जो अगले कुछ महीनों में आकार ले लेगा.
इस साल पेंटिंग श्रेणी में बंदियों के कुल 144 नामांकन आए हैं. इस वर्ष अधिकतम नामांकन बिलासपुर, छत्तीसगढ़ से आए, जहां से 44 कैदियों को पेंटिंग श्रेणी के लिए नामित किया गया था. वहीं उत्तर प्रदेश राज्य से इसी श्रेणी में कुल 35 नामांकन आए हैं.
इस साल भी विभिन्न आयु वर्ग के बंदियों ने तिनका तिनका के इस वार्षिक आयोजन में भाग लिया है. पेंटिंग की श्रेणी में सबसे कम उम्र के बंदियों में उत्तर प्रदेश की बांदा जेल से धीरज कोरी और छत्तीसगढ़ की बिलासपुर जेल से सीतला हैं। दोनों की उम्र 18 वर्ष है. इस श्रेणी में सबसे उम्रदराज़ बंदी बिलासपुर जेल से 75 वर्ष की आयु के साथ भेषलाल हैं. चलने में असमर्थ होने के बावजूद भेषलाल ने 2018 में जेल में ज़िंदगी थीम पर पेंटिंग बनाई थी. इस पेंटिंग को पेंटिंग की श्रेणी में प्रथम पुरस्कार मिला था. तिनका तिनका के अनुरोध के बाद बिलासपुर जेल के तत्कालीन अधीक्षक एस.एस. तिग्गा ने जेल में एक पेंटिंग स्टूडियो बनवाया जिसमें कैदियों को उनके रचनात्मक कौशल को अभिव्यक्त करने के लिए प्रोत्साहित किया गया.
विशेष प्रतिभा श्रेणी में 19 बंदियों के नामांकन प्राप्त हुए. यह पुरस्कार उन बंदियों को दिया जाता है जिन्होंने जेल के जीवन पर सकारात्मक प्रभाव लाने का प्रयास किया है. इस श्रेणी में सबसे कम उम्र के प्रतिभागी चंडीगढ़ की जेल के 22 वर्षीय राहुल हैं। वह जेल के वेल्डिंग सेक्शन में काम करते हैं. इसी श्रेणी में चंडीगढ़ की ही जेल से सबसे उम्रदराज बंदी प्रिया स्वामी हैं और उनकी उम्र 64 वर्ष है और वह जेल के पॉलिश सेक्शन में काम करते हैं.
इस साल 28 जेल कर्मचारियों ने अपने संबंधित राज्य मुख्यालय के माध्यम से तिनका तिनका पुरस्कारों 2019 के लिए आवेदन किया था. यह श्रेणी उन जेल कर्मियों के योगदान को सम्मान देती है जो ड्यूटी के अपने नियमित काम से आगे जाकर जेल सुधार में अपना योगदान देते हैं
इस साल उत्तर प्रदेश की ज़िला जेल बांदा के 7 बंदियों द्वारा स्मृति चिह्न बनाए गए हैं. इनमें शिव प्रसाद (सीटी), लवकुश (यूटी), सिकंदर (सीटी), जानकी (यूटी), अजय (सीटी), अमित (यूटी) और अनिल (यूटी) हैं. यह पंखें जेल में डिज़ाइन किए गए हैं और इनमें एलईडी लाइट लगी हुई है. तिनका तिनका ने एक नोडल कार्यालय / जेल में बने स्मृति चिह्न प्राप्त करने की प्रक्रिया शुरू की है जिसे पूरे भारत की जेलों में भेजा जाता है। इसका मकसद अन्य जेलों को उनके अंदर रचनात्मकता लाने के लिए प्रोत्साहित करना है.
जेल में रेडियो थीम के साथ इस साल लखनऊ की जेल में विशेष प्रकार के पेपर का बैग बनाया गया और इसका स्केच आगरा जिला जेल में बंद 26 वर्षीय उदय स्वरुप ने बनाया है.
इस साल निर्णायक मंडल में श्री जावेद अहमद, आईपीएस, महानिदेशक, एनआईसीएफएस, श्री राम फल यादव, आईपीएस, महानिदेशक, नेशनल क्राइम रिकॉर्ड ब्यूरो और वर्तिका नन्दा, संस्थापक, तिनका तिनका रहे।
भारत की जानी-मानी जेल सुधारक वर्तिका नन्दा ने तिनका तिनका अवार्ड्स की परिकल्पना की है. हर साल तिनका तिनका इंडिया अवॉर्ड्स चयनित बंदियों और जेल कर्मचारियों की उपस्थिति में देश की किसी जेल में जारी किए जाते हैं. यह पुरस्कारों का पांचवा साल है। 2018 में यह समारोह जयपुर की केंद्रीय जेल और 2017 में तिहाड़ जेल, दिल्ली में हुआ था। इस साल यह समारोह लखनऊ की जिला जेल में 8 दिसंबर, 2019 को होगा। पुरस्कारों को श्री आनन्द कुमार, महानिदेशक, कारागार, उत्तर प्रदेश, श्री सुलखान सिंह, पूर्व पुलिस महानिदेशक, उतर प्रदेश और वर्तिका नन्दा, संस्थापक, तिनका तिनका देंगे।
तिनका तिनका श्रृंखला के तहत तिनका तिनका मध्यप्रदेश, तिनका तिनका डासना और तिनका तिनका तिहाड़ का प्रकाशन किया जा चुका है। यह जेल सुधार पर चर्चित पुस्तकें हैं।
