Laadli Media Award: Tinka Tinka Jail Radio

Tinka Tinka Prison Radio is honoured with the Laadli Media Award in Hyderabad in the Hindi category of Web Podcasts. The award was given for episode 11 of Tinka Tinka Jail Radio Podcast titled ‘Holi and Karnal Jail Radio’. This was broadcast on March 29, 2021.

The episode focused on the dry-run of Jail Radio in District Jail, Karnal, undertaken by 10 inmate-turned-RJs of the jail. These inmates were a part of the radio skill production training programme, included in the broad prison radio training project in the state of Haryana. The training was intended to carve Radio Jockeys from the league of inmates and prepare them to run their own radio stations from behind the prison bars.  Audition, training and execution of prison radio in Haryana is done by prison reformer Dr. Vartika Nanda. She heads the Department of Journalism in Lady Shri Ram College, Delhi University.  She was conferred Stri Shakti Award by the President of India in 2014. This is the highest civilian award for women empowerment in India. 

Tinka Tinka Jail Radio Podcasts are an exclusive audio series for jails across India. These podcasts are the only podcasts in India solely dedicated to prison reforms in the country and aim to bring about a positive change in prisons. With no financial support, these podcasts. which began in 2020, have been successful in highlighting original voices of inmates from different prisons of the country. Conceptualised, scripted and voiced by Dr. Vartika Nanda, these podcasts are freely available on Tinka Tinka Foundation’s YouTube channel: Tinka Tinka Prison Reforms.

Laadli Media Awards is an initiative of the Laadli group which works with media to change the way India thinks about its women and releases annual Media and Advertising awards for Gender Sensitivity. This was the 12th year of such awards.

तिनका तिनका जेल रेडियो जेलों में इंद्रधनुष बनाने की कोशिश करता है। आज यह हमारा 50वां अंक है। रंगों, आवाजों और कलम के जरिए जेलों को संवारने के इस यज्ञ में हरियाणा की जेलों ने खूब साथ दिया है। इन जेलों की तरफ से आज हरियाणा राज्य को हरियाणा दिवस मुबारक। तिनका जेल रेडियो के आज के अंक का ऑडियो संपादन सुखनंदन बिंद्रा ने किया है। शुरुआती की एपिसोड हर्ष वर्धन ने संपादित किए। आज के इस 50वें अंक के बाद तिनका जेल रेडियो एक पहल की घोषणा करेगा।

Documenting audio visual heritage of prisons: Tinka Tinka Foundation launches a new initiative

On the occasion of World Day of Audio Visual Heritage on 27th October, Tinka Tinka Foundation has launched a new segment- Tinka Tinka Prison Bytes- for the preservation of Audio Visual documents pertaining to jails. This segment will preserve and document jail voices, activities and contributions in the audio-visual format. It will also promote inter-jail podcast programmes, encouraging inmates towards art and creativity, further leading to reformation. 

Founded by India’s leading prison reformer, Dr. Vartika Nanda, Tinka Tinka Foundation has been engaged in bringing positive change in prisons. Foundation has launched prison radio in the jails of Haryana and District Jail, Agra. Tinka Tinka Prison Reforms, a YouTube channel by Tinka Tinka is the only channel in India that is dedicated to prison reforms. Today, Tinka Tinka Prison Bytes has been launched under the banner of Tinka Tinka Prison Research Cell (established in 2021) devoted to prison related research.  Foundation has also published 3 books on prison reforms that are considered to be an authentic version of prison life.

Tinka Tinka Foundation also gives Tinka Tinka India Awards and Tinka Tinka Bandini Awards at the national level to inmates and jail staff doing an extraordinary contribution to jails. These annual awards were launched in 2015 and are the only awards given to inmates and the staff.

The World Day for Audiovisual Heritage is observed globally on 27 October every year. The day was chosen by UNESCO to raise awareness of the significance and preservation risks of recorded sound and audiovisual documents. The theme of the World Day for Audiovisual Heritage 2020: “Your Window to the World”.

27 अक्टूबर को विश्व ऑडियो-विजुअल विरासत दिवस के अवसर पर तिनका तिनका फाउंडेशन ने जेलों से संबंधित ऑडियो विजुअल दस्तावेजों के संरक्षण के लिए एक नई सीरीज- तिनका तिनका  प्रिजन बाइट्स को लॉन्च किया. यह सीरीज जेल की आवाजों, गतिविधियों और योगदान को ऑडियो-विजुअल प्रारूप में संरक्षित और दस्तावेज करेगी. इस सीरीज के माध्यम से जेल के पॉडकास्ट कार्यक्रमों को भी बढ़ावा मिलेगा . साथ ही कला और रचनात्मकता के प्रति कैदियों को प्रोत्साहित भी करेगी, जिससे उनमें सुधार भी आ सके. 

भारत की अग्रणी जेल सुधारक डॉ. वर्तिका नन्दा द्वारा स्थापित तिनका तिनका फाउंडेशन जेलों में सकारात्मक बदलाव लाने में लगातार लगा हुआ है. फाउंडेशन ने हरियाणा और जिला जेल, आगरा की जेलों में जेल रेडियो लॉन्च किया है. तिनका तिनका का यूट्यूब चैनल- तिनका तिनका प्रिजन रिफॉर्म्स, भारत में एकमात्र यूट्यूब चैनल है, जो जेल सुधारों के लिए समर्पित है. आज तिनका तिनका प्रिजन रिसर्च सेल (2021 में स्थापित) के बैनर तले तिनका तिनका प्रिजन बाइट्स का शुभारंभ किया गया है, जो जेल संबंधी अनुसंधान को समर्पित है. फाउंडेशन ने जेल सुधारों पर 3 पुस्तकें भी प्रकाशित की हैं, जिन्हें जेल जीवन का एक प्रामाणिक दस्तावेज माना जाता है.

तिनका तिनका फाउंडेशन जेलों में असाधारण योगदान करने वाले कैदियों और जेल कर्मचारियों को राष्ट्रीय स्तर पर तिनका तिनका इंडिया अवॉर्ड्स और तिनका तिनका बंदिनी अवॉर्ड भी देता है. यह वार्षिक पुरस्कार 2015 में शुरू किए गए थे और यह कैदियों और कर्मचारियों को दिए जाने वाले एकमात्र पुरस्कार हैं.

गौरतलब है कि ऑडियो-विजुअल विरासत के लिए विश्व दिवस हर साल 27 अक्टूबर को विश्व स्तर पर मनाया जाता है. यूनेस्को द्वारा इस दिन को चुना गया था. ऑडियो-विजुअल हेरिटेज 2020 के लिए विश्व दिवस का विषय: "आपकी खिड़की दुनिया के लिए" था.

तिनका-तिनका जेल रेडियो: जेलों में इंद्रधनुष बनाने की कोशिश




2022: 'किस्सा खाकी का': माइक से झरतीं मानवीयता की तिनका तिनका कहानियां

54 साल के राजीव अपनी ड्यूटी के बाद महीने में कम से कम एक बार दिल्ली के एम्स औऱ सफदरजंग अस्पताल के बाहर इंतजार कर रहे लोगों को खाना खिलाने का काम करते हैं। इसके लिए वे अपने आसपास के परिवारों को कुछ दिन पहले सूचना देते हैं, ढाई सौ घरों से भोजन जमा करते हैं और एक दिन में कम से कम एक हजार लोगों को भोजन करवाते हैं।

इसी तरह एक हैं- संदीप शाही। उन्हें अब कई दिल्लीवाले हेल्मेट मैन कहते हैं। वे अपनी नौकरी के साथ-साथ अपने पैसों से लोगों में हल्मेट बांटते हैं ताकि लोगों में सड़क सुरक्षा के प्रति जागरुकता आए।

यह इंसानियत से लबरेज कहानियां हैं। इन्हें सामने लाने का काम किया है- दिल्ली पुलिस के नए पॉडकास्ट 'किस्सा खाकी का' ने। पूरे देश के किसी भी पुलिस विभाग का यह पहला पॉडकास्ट है जो पुलिस स्टाफ और अधिकारियों के संवेदना से भरे हुए यागदान को आवाज के जरिए पिरो रहा है।

कहानियां लोगों को जोड़ने का काम करती हैं। इस बात को पुलिस ने भी समझा। इसी साल जनवरी के महीने में जब 'किस्सा खाकी का' की शुरुआत हुई, तब किसी को भी इस बात का इल्म नहीं था कि देखते ही देखते कहानियों का यह पिटारा पुलिस स्टाफ के मनोबल को इस कदर बढ़ाएगा और लोगों के दिलों में जगह बनाने लगेगा। अब तक हुए तमाम अंकों में हर बार किसी ऐसे किस्से को चुना गया जो किसी अपराध के सुलझाने या मानवीयता से जुड़ा हुआ था।

पहला किस्सा 'थान सिंह की पाठशाला' पर था। दिल्ली पुलिस के इस कर्मचारी ने कोरोना के दौरान भी लाल किले के पास गरीब बच्चों को पढ़ाने का समय निकालता था। उसकी सांसें जैसे इन बच्चों में समाई हैं।

दिल्ली पुलिस अपने सोशल मीडिया के विविध मंचों पर हर रविवार को दोपहर दो बजे एक नई कहानी रिलीज करती है। आकाशवाणी भी अब इन पॉडकास्ट को अपने मंच पर सुनाने लगा है। दिल्ली पुलिस ने अपने मुख्यालय में किस्सा खाकी का एक सेल्फा पाइंट बना दिया है ताकि स्टाफ यहां पर अपनी तस्वीरें ले सके और प्रेरित हो सके। दिल्ली पुलिस की पहली महिला जनसंपर्क अधिकारी सुमन नलवा व्यक्तिगत तौर पर इन कहानियों की चयन प्रक्रिया में जुटती हैं। इन किस्सों की स्क्रिप्ट औऱ आवाज मेरी है। इन कहानियों को स्वैच्छिक सुनाया जाता है, बिना किसी आर्थिक सहयोग लिए।

आवाज की उम्र चेहरे की उम्र से ज्यादा लंबी होती है। तिनका तिनका जेल रेडियो जेलों की आवाजों को आगे लाने का काम एक लंबे समय से कर रहा है। तिनका तिनका जेल रेडियो और किस्सा खाकी का- यह दोनों ही पॉडकास्ट भारत के अनूठे और नवीन पॉडकास्ट हैं। इन दोनों की सफलता की कुंजी इनके नएपन, सकारात्मकता और गतिमयता में है। कंटेट खालिस हो तो वो हौले-हौले अपनी जगह बनाने की आश्वस्ति देता ही है। यही वजह है कि शॉट्स की भीड़ और मसालेदार खबरों के शोर में इंसानियत की आवाजें उठने लगी हैं। आवाजों की यह कोशिशें इस अंधेरे संसार में दीया बन रही हैं।

लेकिन यह मानना होगा कि जिस तेजी से झूठ वायरल होता है, मनोरंजन और मसाला बिकता है, उतने ही धीमे ढंग से जिंदगी की नर्माहट स्वीकारी जाती है। जेल और पुलिस- दोनों का परिचय अंधेरे से है। दोनों के साथ पारंपरिक तौर से नकारात्मकता की छवियां जुड़ी हैं। अंग्रेजों के जमाने से चली आ रही इन क्रूर छवियों को तोड़ना चुनौती है। दूसरे, समाज जिस आसानी से बाजारी प्रचार से मिली खबरों को पलकों में बिठाता है, वैसा उन कहानियों के साथ नहीं होता जिनसे सिर्फ संवेदना जुड़ी होती है। दुनिया शायद ऐसे ही चलती है। बहरहाल, समय की गुल्लक में ऐसी कहानियों का जमा होना तिनका भर उम्मीद को बड़ा विस्तार तो देता ही है।

पुस्तकों में जीवन होता है लेकिन कई बार पुस्तक इतनी जीवंत होती है कि लगता है हम सीधे जीवन को ही पढ़ रहे हैं। यह सच भी होता है। जेल के संदर्भ में लिखित पुस्तक का महत्त्व उसकी शोधपरकता से है। जेल किसी की रुचि का विषय बहुत कम है लेकिन सबका नहीं। शोधार्थी, जेल भुगते हुए लोग, उनके परिवार-जन और जीवन के प्रत्येक हिस्से को जानने के जिज्ञासु जेल के जीवन को पढ़ने से दूर ना होंगे। उन्हीं लोगों, जो संख्या में कम नहीं हैं, के लिए जेल पर लिखी पुस्तकें तथ्यपरक स्रोत का कार्य करती हैं। लेकिन अगर कोई किताब शोध के साथ बदलाव भी लाए तो वो ज्यादा उपयोगी और सार्थक हो जाती है।

शोध सारांश: पुस्तक 'तिनका तिनका डासना' में वर्णित डासना जेल और उसके बंदियों-कैदियों के साथ किए जा रहे कार्यों का उनके जीवन पर प्रभाव सम्बद्ध अध्ययन। ऐसी पुस्तक की उपादेयता व समाज पर उसका प्रभाव। एक चेतना और प्रेरणा भी। दीवारों में कैद उपेक्षित मनुष्यों को सहज जीवन की अनुभूति। एक अध्ययन।

किसी भी पुस्तक का महत्त्व उसकी उपादेयता से है। वह यदि अपनी विषयवस्तु से किसी का भला नहीं करती तो विशुद्ध आत्मालाप है। लियो टॉलस्टॉय ने लिखा है - " वे विद्वान् और कलाकार, जो दण्डविधान और नागरिक तथा अंतर्राष्ट्रीय कानून के सिद्धांतो का निर्णय करते हैं, जो नये अस्त्र-शस्त्रों और विस्फोटकों का अन्वेषण करते हैं और अश्लील नाटक अथवा उपन्यास लिखते हैं, वे अपने को चाहे कुछ भी कहें, हमें उनके ऐसे कार्यों को विज्ञान और कला कहने का कोई अधिकार नहीं है, क्योंकि उन कार्यों का लक्ष्य समाज अथवा मानव-जाति का कल्याण करना नहीं होता, बल्कि इसके विपरीत वे मानव-जाति को हानि पहुंचाते हैं!"

उक्त आधार पर विचारें तो वर्तिका नन्दा की जेल की जिदगी पर आधारित पुस्तक 'तिनका तिनका डासना' एक जीवंत पुस्तक है जिसे लिखे जाने का उद्देश्य ही कल्याण है। उत्तर-प्रदेश की डासना (जिला जेल, ग़ाज़ियाबाद) जेल पर संकेंद्रित इस पुस्तक को उस जेल में सूख चुकी फुलवारी के फिर से महकाने का या महकाने की सम्भावना का एक सुप्रयास माना जा सकता है। कैदियों के जीवन को जेल से बाहर उनके अपनों के अतिरिक्त कोई सोचता है क्या? वर्तिका नन्दा भारतीय जेलों में सुधारात्मक कार्यों के लिए एक स्थापित नाम हैं। वे इस पुस्तक के समर्पण में लिखती हैं -

"उन तिनकों के नाम

जिन्हें बचाए रखती हैं

कहीं ऊपर से टपकने वाली

उम्मीदें !"

अबोध और अघोषित बाल 'कैदी': पुस्तक 'तिनका तिनका डासना' डासना जेल की जीती-जागती कहानी है, जो सहयोगात्मक रूप में 'तिनका तिनका फाउंडेशन' की प्रमुख वर्तिका नन्दा की ज़ुबानी और उनके संकलन से संजोयी गयी है। पुस्तक नौ हिस्सों में बंटी है, सबके विषय भिन्न हैं। एक हिस्से 'मुलाकात का कमरा-जहाँ लोहा पिघलना चाहता है' के अंतर्गत वे लिखती हैं- "जितने साल उनका अपना यहाँ अंदर होगा, उतने साल सज़ा उनकी भी चलेगी, जो बाहर हैं। सज़ा कभी किसी को अकेले नहीं मिलती।" इसी क्रम में वे बहुत तथ्यपरक रूप से भारतीय जेलों की दशा बताते हुए उनमें महिला कैदियों व उनके बच्चों के लिए नदारद सोच पर टिप्पणी भी करती हैं। बच्चों की स्थिति को बहुत मार्मिक रूप से वे लिखती हैं - " ये बच्चे सिर्फ़ बच्चे हैं। बच्चे के घर-परिवार के कोई सवाल नहीं हैं, यहाँ पर बच्चे के लेकिन कुछ सवाल ज़रूर हैं। वे सवाल अभी शब्द बन रहे हैं। कुछ सालों में वाक्य बन जाएंगे... वे जानते हैं कि माँ रोज़ इस झूठ के साथ जीती है कि वे जल्द ही अपने घर जाएंगे।" पुस्तक में नेशनल क्राइम रिकॉर्ड ब्यूरो के आंकड़ों के माध्यम से बताया गया है कि इस समय (वर्ष 2015 तक) क़रीब 17000 महिलाएं जेलों में बंद हैं, जबकि उस समय तक जेलों की कुल संख्या 1,394 बतायी गयी हैं। साथ ही कई राज्यों में जेलों की कुल संख्या भी बतायी गयी है।

मीडिया ट्रायल और उसका बंदियों पर प्रभाव: पुस्तक के एक अन्य हिस्से 'तिनका तिनका ज़िन्दगी' में लेखिका ने डासना जेल में उस समय (वर्ष 2015- 2016 ) बंद कतिपय कैदियों के तत्कालीन जीवन को भी सचित्र प्रस्तुत किया है। इसमें सबसे महत्त्वपूर्ण हैं -डॉ. राजेश तलवार व डॉ. नूपुर तलवार, अपनी ही बेटी आरुषि तलवार की हत्या के अभियुक्त। दोनों के जीवन को लेखिका ने उसी गरिमा से लिखा है, जिसके वे अधिकारी हैं। जेल में वे दोनों कैसे सेवा करते हुए जीवन व्यतीत कर रहे हैं, यह पढ़ते हुए आंखें नम हो जाती हैं । इस कांड पर उस समय मीडिया और समाज ने जो अपरिपक्वता दिखायी थी, उस पर टिप्पणी करते हुए वर्तिका नन्दा लिखती हैं-"बाहर की दुनिया उन्हें सहराती है, जिसने अपने बूते पर ही अदालतों से पहले अपने कड़े फैसले को सुना दिया। वह मीडिया रात भर की टूटती-कराहती नींद के बीच दिखता है, जिन्होंने अदालत की सुनवाई से पहले ही उन्हें दरिंदा और कातिल करार दे दिया था। वे मानते हैं कि दैविक सुनवाई होनी अभी बाकी है !" डॉ. नूपुर तलवार की चार कविताएं व डॉ. राजेश तलवार की पाँच कविताएं पुस्तक में हैं, जो उनके उनके दर्द का सैलाब हैं। इन दोनों के अतिरिक्त निठारी कांड सुरिन्दर कोली , पाँच बच्चों की हत्या के अभियुक्त रवींद्र कुमार, पत्नी हत्या के अभियुक्त सुशिक्षित अमेरिका रिटर्न राजेश झा के जेल जीवन और उनकी कविताओं को पढ़ना जेल में बंद अभियुक्तों के जीवन को सर्वथा नये रूप में समझने को विवश करता है। इसी क्रम में आजीवन कारावास की सज़ा के कैदी विजय बाबा, बीटेक कर इंजीनियर रहे प्रशांत और विचाराधीन बन्दी विवेक स्वामी पर लेखिका ने मर्मस्पर्शी रूप से लिखा है।

जेल के अधिकारियों का दृष्टिकोण: इस पुस्तक में तत्कालीन कारागार मंत्री, उत्तर प्रदेश बलवंत सिंह रामूवालिया , तत्कालीन महानिरीक्षक कारागार, उत्तर प्रदेश डॉ. देवेंद्र सिंह चौहान, डिप्टी जेलर शिवाजी यादव और फार्मासिस्ट आनन्द पांडे के विचार पढ़ना एक पृथक् अनुभूति देता है। डिप्टी जेलर शिवजी यादव को एक स्थान पर उद्धृत करते हुए लेखिका लिखती हैं- "शिवाजी मानते हैं कि जेलों में हमेशा वो सच भी उघड़ जाते हैं, जो फाइलों को छू भी नहीं पाते। इन लिहाज़ से किसी जेलर के पास अगर वक़्त और नीयत हो,तो वह हर अपराध के सच को बताने वाला सबसे सटीक स्रोत हो सकता है।" इसी प्रकार फार्मासिस्ट आनन्द पांडे की कही एक बात वे उद्धृत करती हैं- " पहली बार जेल में आये बंदियों के साथ उनका गहरा अवसाद चलता है। इस अवसाद के बीच हर रोज़ एक नये पुल को बनाने की कला कोई सरकार नहीं सिखाती, सरोकार सिखाता है !"

सलाखों में सर्जन : साहित्य यह भी : पुस्तक के एक हिस्से में सात पुरुष और दो महिला कैदियों की कुल चौबीस पद्य-रचनाओं को स्थान दिया गया है। ये सभी रचनाएँ कैदियों द्वारा अपने जीवन की समग्र परिस्थितियों का अनुपम और मार्मिक चित्रण हैं। इनमें उनका वह सच है, जो अन्य के लिए अकल्पनीय और सम्भवतः अनावश्यक भी है। एक कैदी राजकुमार गौतम की ग़ज़ल के यह शेर देखिए -

"ऐ हवा इतना शोर ना कर, मैंने तूफानों को बिखरते देखा है

तूने उजाड़ा था जिन घरों को,उन्हें फिर से संवरते देखा है।

क्या हुआ जो बिखर गये मेरे सपने होकर तिनका-तिनका

मैंने तो तिनका-तिनका हुए सपनों को भी संवरते देखा है।"

महिला बंदिनी उपासना शर्मा की अपने भाई को सम्बोधित कविता 'याद' के यह अंश देखिए -

" याद है वो लड़ना झगड़ना...

मेरी नाकामयाबी पर भी

मुझे कामयाब बताना

हमेशा मुझे पिता की तरह समझाना

वो तेरा हर वक़्त मुझे बुलाना

याद है...

नफ़रत से ज़्यादा प्यार में ताक़त होती है

सबसे ज़्यादा

आपनों के विश्वास में ताक़त होती है !"

प्रश्न यह है कि इन कविताओं को साहित्य को कोई अध्याय स्वयं में समेटेगा या ये 'तिनका तिनका डासना' जैसी शोध पुस्तकों के अनुपम उदाहरण बनकर ही रह जाएंगी। सम्भवतः कोई कभी इन पर भी शोध कर सके, परन्तु इससे पहले कौन है, जो इनके सृजकों की आत्मा का भी शोध कर सके, जिसके बिना इनकी रचनाओं का शोध व्यर्थ ही नहीं, असम्भव भी है ! इस दृष्टि से पुस्तक 'तिनका तिनका डासना का मूल्यांकन इसे एक अनुपम, संग्रहणीय और महत्त्वपूर्ण पुस्तक बना देता है।

नेताजी सुभाष चन्द्र बोस ने लिखा है - "मुझे नहीं लगता कि अगर मैं व्यक्तिगत रूप से एक कैदी के रूप में नहीं रहा होता तो मैं किसी अपराधी को सहानुभूति की नजर से देख पाता और मुझे इस बात में ज़रा भी संदेह नहीं है कि हमारे कलाकारों और साहित्यकारों की रचनाएँ, आम तौर पर, जेल-जीवन का कुछ नया अनुभव होने पर हर तरह से लाभान्वित होंगी। हम शायद काजी नजरूल इस्लाम की कविता के कर्ज की भयावहता को महसूस नहीं करते हैं, जो उन्होंने जेलों के जीवन के अनुभव के लिए किया था।जब मैं शांति से चिंतन करने के लिए रुकता हूं, तो मुझे लगता है कि हमारे बुखार और कुंठाओं के मूल में कोई बड़ा उद्देश्य काम कर रहा है। यदि यह विश्वास ही हमारे सचेतन जीवन के प्रत्येक क्षण की अध्यक्षता कर सकता है, तो हमारे कष्ट अपनी मार्मिकता खो देंगे और हमें एक कालकोठरी में भी आदर्श आनंद के साथ आमने-सामने लाएंगे? लेकिन आम तौर पर कहा जाए तो यह अभी तक संभव नहीं है। यही कारण है कि यह द्वंद्व आत्मा और शरीर के बीच निरंतर चलते रहना चाहिए।"

रुकी ज़िन्दगी को फिर से गति: पुस्तक 'तिनका तिनका डासना' मूलतः डासना जेल के कैदियों के संग 'तिनका तिनका फाउंडेशन' की संस्थापक वर्तिका नन्दा द्वारा किये गये उन सकारात्मक और सुधारात्मक प्रयासों के प्रतिफलों का दस्तावेज हैं, जिन्हें जेल से बाहर के मनुष्य ही नहीं, प्रायः जेल के ही कैदी और कर्मी, दोनों सोच तक नहीं पाते । सबसे बड़ी कठिनाई यह है कि जेल एक उपेक्षित स्थान है, विचारक इसके बारे में सोचना नहीं चाहते , कवि कल्पना नहीं करना चाहते, दानी पहुँच नहीं पाते और सुधारक चयन नहीं कर पाते। तिनका तिनका फाउंडेशन की संस्थापक और इस पुस्तक की लेखिका वर्तिका नन्दा ने उस सब 'ना कर पाने' को किया है और कैदियों के नज़रिए से जिया है, उन्हीं का वर्णन 'तिनका तिनका डासना' में है। वे ' साहित्य ,सृजन और पत्रकारिता : जेलों में तिनका तिनका प्रयोग' शीर्षक के अपने लेख में लिखती हैं- " डासना पर काम शुरु हुआ तो आगे बढ़ता गया...उन्हें लगने लगा कि ज़िन्दगी फिर से शुरु की जा सकती है। बस, मैं यही चाहती हूँ ! ज़िन्दगी पर पूर्ण विराम क्यों लगने दिया जाए। इस उम्मीद को बचाए रखने और बदलाव के बीच सर्जन करने के लिए ही तिनका तिनका का बीज रोपा गया था। इसमें अब कोंपल आ रही है। इसे सींचने के लिए मेरे पास कोई बड़ी शक्ति नहीं है,लेकिन साहस और नीयत ज़रूर है !"

कलेवर व सामग्री का महत्त्व: यह पुस्तक तिनका तिनका फाउंडेशन के जेल सुधार कार्यक्रमों का सुंदर और महत्त्वपूर्ण संकलन है। पुस्तक की लेखिका वर्तिका नन्दा ने इसे मस्तिष्क नहीं, आत्मा से लिखा है ,वे ही तिनका तिनका की संस्थापिका और उक्त कार्यक्रमों की विचारक-निर्देशक भी हैं। मूल सामग्री के मध्य लेखिका और अन्य के कवितांशों ने पुस्तक को प्रभावी बनाया है। सम्बद्ध चित्र मोनिका सक्सेना के हैं जिनसे पुस्तक और प्रभावी हुई है। आवरण चित्र विवेक स्वामी का है, जो वर्ष 2015 में डासना जेल में एक विचाराधीन बन्दी थे और बाद में रिहा हो गये थे । एक बन्दी से उसकी प्रतिभा का उपयोग कर उसके चित्र को पुस्तक का आवरण चित्र बनाना भले ही प्रथम दृष्टि में कोई विशेष बात ना लगे,परन्तु उसके लिए यह कितना महत्त्वपूर्ण है, इसका अनुमान लगाया जा सकता है। उसे यह मनोवैज्ञानिक रूप से कितना सुदृढ़ करेगा , जब भी वह सोचेगा कि उसके जीवन के सबसे बुरे और उपेक्षित समय में किसी ने उसे यूँ सम्मान दिया। जेल से छूटने के बाद यही किताब, जेल के अंदर बना कैलेंडर और सजायी गयी एक विशेष दीवार विवेक स्वामी को एक मज़बूत नौकरी दिलवाती है। इस पुस्तक में केंद्रीय कारागार आगरा से लिखी एक कैदी की चिट्ठी बहुत मर्मस्पर्शी है।

पुस्तक का काग़ज़ उत्तम है ।

पुस्तक में लेखिका की सटीक और सूक्तिमय भाषा: इस पुस्तक में लेखिका डॉ. वर्तिका नन्दा की भाषा-शैली सटीक ,सूक्तिमय व मर्मस्पर्शी है, जो विचार-मंथन को विवश करती है । कुछ उदाहरण प्रस्तुत हैं -

1- सदा सच बोलो । जेल के बन्दी को घण्टों यह सुनाना आसान है , लेकिन उन्हें कौन समझाये, जो बाहर रहकर बड़े अपराध करते हैं और इन गलियों से एकदम बचे भी रहते हैं।

2- इस सवाल का ज़वाब तो किसी के पास नहीं है कि जो जब यहाँ से लौटेगा , तो बाहर की ज़िंदगी से कौन- से पन्ने पलट गये होंगे, फट गये होंगे या कहीं उड़ गये होंगे।

3- जितने साल उनका अपना यहाँ अंदर होगा, उतने साल सज़ा उनकी भी चलेगी, जो बाहर हैं !

4- इन सबमें अपनी परछाई से भी छोटा वो हो जाता है, जिसके सिर पर किसी और का इल्ज़ाम लगा था। वो जेल से बाहर आकर भी ख़ुद को किसी जेल में ही पाता है।

स्पष्ट है कि पुस्तक 'तिनका तिनका डासना' एक सामान्य पुस्तक ना होकर ,जेल के बन्दी व कैदियों पर लिखी अनुपम पुस्तक है, जिसे वस्तुतः एक सामाजिक शोध कहा जा सकता है। इस शोध पुस्तक की महत्ता इस लिए भी बढ़ जाती है कि इसमें काग़ज़ी शोध ना होकर पहले उन बंदियों और कैदियों के साथ उनके कल्याणार्थ कार्य किये गये , फिर उनके प्रतिफलों को इस पुस्तक में प्रकाशित किया गया।

किताब 'तिनका तिनका डासना' का एक हिस्सा है। उसका परिणाम दूरगामी रहा। जेल में बनायी गयी एक खास दीवार में जेल की ज़िन्दगी पर 10 खास बिंब बनाये गये। इस दीवार के सामने बंदियों ने वर्तिका नन्दा का लिखा गाना गाया। जब उसे फिल्माया गया, तब जेल में उत्साह देखने लायक था। वह गाना यूट्यूब पर है, लेकिन गाने से बड़ी बात है - वह सम्मान, जो इन बंदियों को मिला। इन बंदियों ने लेखिका से अपने नाम और अपनी पहचान देने की इच्छा जतायी। इच्छा पूरी हुई और बाद के सालों में जेल से छूटने पर भी मिला- जेल में सृजन कर पाने का सुकून। पुस्तक 'तिनका तिनका डासना' उसी सुकून की कथा है, जिसका कोई 'स्पांसर' नहीं था। ऊपरी शक्ति के संबल से लिखी यह कथा जेल को सम्मान और साहस की जगह देती है।

Introduction to Broadcast Media

In the second week of October, A presentation was done on the topics 'Soundscape' and 'Sound Culture'. Dr. Nanda then assigned various topics to research about like podcasts, music composition, why films were successful or unsuccessful in relevance with their music composition, and the movie Alam Ara and its impact on Indian cinema. 

Topics like Basics of Sound Concept, Soundscape, Sound Culture, Sync Sound, Sound Design and Sound Mixing were discussed in the class with examples of movies, podcasts etc. Presentations for the same were given by Amani, Shraddha, Riya, Manisha and then Anusha and Namrata. With this, the Unit 1, Basics of Sound was complete. 

It was also decided that the class will undertake practical field assignments to learn about the course better.

Advanced Broadcast Media 

The second week of October covered the following topics – ‘Music Video for Social Commentary’ and ‘Mixing Genres in Television Production’. The presentation for the former was prepared and presented in class by Pranjali Pandey. The presentation covered various aspects like different types of music videos, music videos for social change, importance of music videos in today’s industries and types of advertisements in music videos. It had a number of engaging examples that helped in understanding the topic in a better manner. The presentation ended with a short analysis of misinterpretation of India in western music videos. 

The second presentation, by Sakshi Suman, was on the topic ‘Mixing Genres in Television Production’. The presentation introduced the concept of genres and explained in detail the various types of television genres. It included relevant examples for each type of genre. Dr Nanda explained the psychological functioning behind the success and popularity of some genres over the others. She also discussed the impact of reality shows on the audience and how such shows have carved a niche for themselves in the past decades.

Introduction to Broadcast Media

The week was started by a discussion on what constitutes an image and other related concepts like pixels, image processing, image stabilization, image resolution and the various formats of saving an image. This was followed up by a presentation on the ecology of an image and ethics in editing images. Dr. Nanda asked the class to conduct research on some instances where the ethicality of images was called into question. 

A class was conducted on the basic concepts and terminology related to sound, including amplitude, foley and sound frequency. Notes about the same were shared with the class by Dr. Nanda. She also asked the class to find out about the technicalities and functioning of a 'vox populi' and 'sound bites'. 

Dr. Nanda also assigned the students the task of making a short documentary on the 'Sounds of LSR'. This was to incorporate practical learning related to the subject. The task was enthusiastically taken up by the students.

Advanced Broadcast Media 

The last week of September covered three topics – ‘Electronic News Gathering’, ‘Electronic Field Production’ and ‘Reconstruction of News’. The first two topics – ENG and EFP – were discussed in a combined lecture with the second and third year students. The presentation for the same was made by Ashmi Jain, Vaishali Priya and Hema Bhopathi from the first year. The presentation explained the meaning of the two terms and highlighted the use of the two in media. It covered various aspects of ENG and EFP, like – uses and limitations, types of equipment used etc. Dr. Vartika Nanda also discussed various examples of the same to familiarize the students with the two processes. 

The next topic, Reconstruction of News, was presented in class by Jaisila Bajaj. The presentation covered various aspects of how news is reconstructed before reaching the audience. It focused on different genres like crime and drama and also featured relevant case studies for better understanding. The students were able to comprehensively understand the topic by the end of the presentation and also shared examples in class for the same.

Tinka Tinka Jail Radio: Inmates paid respect to Gandhi through the jail radio in District Jail, Sonipat

“De dee hamein aazadi bina khadag, bina dhal, Sabarmati ke sant tune kar diya kamal.”

This famous song, depicting Mahatma Gandhi’s life, was sung by Asha Bhosle in 1954. Written by Pradeep, this song got new singers and a new audience today. The place is District Jail, Sonipat. With bare minimum facilities in the jail, both jail staff and inmates came together to make the day memorable. Sanjay and Neeraj played the matka, while Chintu, Monu and Radio Jockey Master Kulmeet Singh sang the song. Harmonium was played by the staffer Kishori Lal.  Kulmeet is lodged in the jail for nearly 18 years and leads the jail radio team. Jail Superintendent Rajender Singh and staffer Kishori Lal motivate the inmates to come forward for their practice sessions. Today, the song sung by inmates was released on Tinka Tinka Jail Radio podcast on YouTube. These are the only podcasts in India that are devoted to prison reforms. These are conceived, scripted and narrated by prison reformer Vartika Nanda.

Established in 1983, District Jail, Sonipat is soon to get its radio station.

There are about 1143 inmates including 100 women inmates against the sanctioned capacity of 745 inmates. 148 inmates are undergoing rigorous imprisonment. They are all eagerly waiting for the jail radio to become operational. They are already celebrating navratras through the jail radio.

The growth of prison radios in Haryana are part of an ongoing study on the Tinka Tinka Model of Prison Reforms. Vartika Nanda is the founder of Tinka Tinka Foundation. She is credited to start Jail Radio in District Jail, Agra in 2019 and in the jails of Haryana.  The growth of prison radios in Haryana are part of an ongoing study on the Tinka Tinka Model of Prison Reforms. Every year, the Tinka Tinka Foundation also encourages inmates and jail staff by conferring exclusive Tinka Tinka India Awards and Tinka Tinka Bandini Awards.  Dr. Vartika Nanda heads the Department of Journalism at Lady Shri Ram College, University of Delhi. Her recent research on the “Study of the condition of women inmates and their children in Indian Prisons and their communication needs with special reference to Uttar Pradesh” has been evaluated as ‘outstanding’ by ICSSR.
