The objective of this weekly show is to familiarize inmates with literature and society, and offer meaningful engagement for their free time.
This initiative has been jointly undertaken by Dehradun District Jail and the Tinka Tinka Foundation.
It will mark a new chapter of the Tinka Jail Paathshala.
Two women inmates of the jail have been entrusted with the responsibility of narrating the story.
Audio editing will be done by Dr. Suchit Narang, who was previously released from the same jail.
This announcement has been made to mark 3 years of agreements signed between District Jail Dehradun and the Tinka Tinka Foundation, with the aim of establishing this jail as a model prison from the perspective of communication, podcasting and research.
Literature to Take Center Stage on Dehradun Jail Radio Starting Today
Today, Mehak and Deepika, both lodged in District Jail, Dehradun have been summoned to the Jail Radio room for a very special reason. Deepika is serving a life sentence, while Mehak is currently an undertrial prisoner.
The reason for summoning them is the launch of a brand-new program on the prison's radio station. Both women have been actively involved with the jail radio for several days. They have now been selected to lead a new segment titled: "Literature in Jail" (Jail Mein Sahitya).
Special arrangements for women inmates
This jail has a capacity of 40 women inmates; however, it usually houses around 50. Doon Jail Radio was launched in 2021 through a joint initiative of the District Jail Dehradun and the Tinka Tinka Foundation. At that time, it was not possible for women inmates to present programs on the radio.
Later, the jail administration made arrangements to include them as well. A recorder was provided so that they could record their programs and send them to the male section, where the jail radio is located.
Literature in Jail
Now, under a new initiative, they will work on literary programs in the jail. This was announced by Deputy Inspector General of Uttarakhand Prisons, Dadhi Ram Maurya, Jailor Pavan Kothari, and Professor Vartika Nanda, founder of the Tinka Tinka Foundation. This is a new kind of initiative in India.
Objective of the Program and Tinka Jail Paathshala
The aim of this initiative is to familiarize inmates with literature and society, to provide meaningful avenues to spend their free time, and to encourage them towards reading and writing. The period from 1947 to 1980 was particularly rich for Hindi literature. During this time, movements such as Nayi Kahani, Nayi Kavita, and the Progressive movement gave a new direction to Hindi literary traditions. Through readings of such works in the jail, efforts will be made to create a more positive environment in the prison.
This program will be broadcast daily for five minutes. It will include readings from the works of writers such as Bharatendu Harishchandra, Munshi Premchand, Dharamvir Bharati, Rahi Masoom Raza, Nirmal Verma, Jainendra Kumar, Sachchidananda Hirananda Vatsyayan 'Agyeya', Phanishwar Nath 'Renu', Mohan Rakesh, Harishankar Parsai, as well as women writers like Krishna Sobti, Shivani, and Mannu Bhandari. In the initial phase, the readings will be conducted by Deepika and Mehak. The first story for this segment is Idgaah written by Munshi Premchand.
A visually impaired former inmate will edit the stories
In 2021, this jail radio was envisioned by Professor Vartika Nanda, founder of the Tinka Tinka Foundation. With the support of Dadhi Ram Maurya (Deputy Inspector General) and Pawan Kothari (Jailor), the jail radio took concrete shape.
At that time, 14 inmates were selected as radio jockeys, led by Suchit Narang. He is a visually impaired individual who, before his imprisonment, worked as a music teacher. Along with him, Arun and Rohit helped manage the jail radio.
Today, Dr. Suchit Narang has been released from jail, but his association with the jail radio continues. He will be responsible for editing the storytelling segments. He had also composed the signature tune of the jail radio in 2023.
Impact of Jail Radio
The radio has brought a significant change in the environment of the jail. Initially, the jail radio was limited only to male inmates, but gradually its reach was extended to women inmates as well. The jail administration believes that the radio has infused a strong sense of positivity into the prison atmosphere.
Achievements of Jail Radio
Since its inception, Doon Jail Radio has been serving as a medium of communication and emotional comfort for inmates. A regional conference was organized in Dehradun jointly by the Uttarakhand Legal Authority and National Legal Services Authority (NALSA) in April this year. The conference was inaugurated by the Chief Justice of India, Shri Surya Kant. Professor Vartika Nanda presented the journey of the jail radio initiative introduced in Uttarakhand prisons before judges from across North India.
Tinka Research Cell to Conduct Studies
The Tinka Tinka Research Cell was established in 2021. During this period, several studies were conducted on Dehradun Jail Radio in Uttarakhand, including assessments of the need for music within the prison environment.
On 13 May, 2023, three agreements were signed between District Jail Dehradun and the Tinka Tinka Foundation, with the aim of establishing this jail as a model prison from the perspective of communication, podcasting and research.
In 2024, the jail was also prominently mentioned in the book Radio in Prison, published by the National Book Trust.
Similarly, Doon Jail Radio received special mention at international conferences held in Spain in 2023 and in Norway in 2022.

यह घोषणा जिला जेल, देहरादून और तिनका तिनका के बीच 13 मई, 2023 को हुए तीन करारों के तीन साल पूरे होने के अवसर पर की गई है जिनका मकसद इस जेल को एक मॉडल जेल के तौर पर स्थापित करना है.
देहरादून जेल रेडियो पर आज से जमेगी साहित्य की महफिल
जिला जेल, देहरादून की महिला बैरक से आज महक और दीपिका को एक खास वजह से जेल रेडियो के रूम में बुलाया गया है। इस जेल में निरुद्ध दीपिका आजीवन कारावास पर है जबकि महक विचाराधीन बंदिनी है। इन दोनों को यहां बुलाए जाने की वजह है- जेल के रेडियो पर शुरू होने वाला एक नया कार्यक्रम। यह दोनों बंदिनियां पिछले कई दिनों से जेल के रेडियो के साथ जुड़ी हैं. इन दोनों का चयन इस जेल रेडियो के नए कार्यक्रम- जेल में साहित्य के लिए किया गया है.
महिला बंदिनियों के लिए विशेष व्यवस्था
इस जेल में महिला बंदिनियों की क्षमता 40 है. अमूमन यहां 50 के आस-पास बंदिनियां रहती हैं. दून जेल रेडियो की शुरुआत 2021 में तिनका तिनका फाउंडेशन और जिला जेल देहरादून ने मिलकर की थी. तब महिलाओं के लिए इस रेडियो पर कार्यक्रम प्रस्तुत कर पाना संभव नहीं था लेकिन बाद में जेल प्रशासन ने इसकी व्यवस्था भी कर दी. एक रिकॉर्डर का इंतजाम हुआ ताकि वे अपने कार्यक्रमों को रिकॉर्ड करके पुरुष सेक्शन तक भेज सकें जहाँ पर जेल का रेडियो स्थापित है.
जेल में साहित्य
अब एक नए बदलाव के तहत वे जेल के साहित्यिक कार्यक्रमों पर काम करेंगी। इस बात की घोषणा उत्तराखंड जेल के उप महानिरीक्षक दधी राम मौर्य, जेलर पवन कोठारी और प्रोफेसर वर्तिका नंदा, संस्थापक तिनका तिनका फाउंडेशन ने की. यह भारत में एक नई तरह की पहल है।
कार्यक्रम का मकसद और तिनका जेल पाठशाला
इस पहल का मकसद है-बंदियों को साहित्य और समाज से अवगत कराना, उनके खाली समय में सार्थकता भरना और उन्हें लेखन और पाठन के लिए प्रोत्साहित करना. 1947 से 1980 का कालखंड हिंदी साहित्य के लिए बेहद समृद्ध रहा है। इस दौरान 'नई कहानी', 'नई कविता' और 'प्रगतिशील' आंदोलनों ने हिंदी साहित्य को नई दिशा दी। इस दौर में लेखकों ने अपनी लेखनी से समाज, रिश्तों और स्त्री चेतना को गहराई और संवेदना से उकेरा। इस साहित्य के वाचन के जरिए जेल का वातावरण बेहतर बनाने की कोशिश की जाएगी.
इस कार्यक्रम का प्रसारण हर रोज 5 मिनट के लिए किया जाएगा। इनमें भारतेंदु हरिश्चंद्र, प्रेमचंद,धर्मवीर भारती, राही मासूम रजा, निर्मल वर्मा, जैनेंद्र कुमार, अज्ञेय, फणीश्वर नाथ 'रेणु’, मोहन राकेश, हरिशंकर परसाई आदि लेखकों और कृष्णा सोबती, शिवानी, मन्नू भंडारी जैसी लेखिकाओं की कृतियों का वाचन होगा. शुरुआती दिनों में यह वाचन दीपिका औऱ महक करेंगी. इस कड़ी में पहली कहानी है- प्रेमचंद की कहानी- ईदगाह.
जेल से रिहा एक नेत्रहीन बंदी करेंगे कहानियों का संपादन
2021 में प्रोफेसर वर्तिका नंदा, संस्थापक, तिनका तिनका फाउंडेशन ने इस जेल रेडियो की परिकल्पना की थी। श्री दधी राम मौर्य, उप महानिरीक्षक, श्री पवन कोठारी, जेलर और के सहयोग से जेल रेडियो साकार रूप ले सका। तब 14 बंदियों का रेडियो जॉकी के तौर पर चयन किया गया था जिनकी अगुवाई डॉ. सुचित नारंग ने की थी। वे एक नेत्रहीन बंदी हैं और जेल में आने से पहले संगीत के शिक्षक थे। उनके साथ अरुण और रोहित ने जेल रेडियो की कमान संभाली। आज डॉ. सुचित नारंग जेल से रिहा हो गए हैं, लेकिन जेल रेडियो के लिए उनका सहयोग बरकरार है। वही इस कथावाचन का संपादन करेंगे. उन्होंने 2023 में जेल रेडियो के सिग्नेचर ट्यून को बनाया था.
जेल रेडियो का प्रभाव
रेडियो की वजह से जेल के वातावरण में साफ तौर पर बहुत बदलाव आया है। शुरुआत में जेल का रेडियो सिर्फ पुरुष बंदियों तक सीमित था लेकिन धीरे-धीरे इसकी पहुँच महिला बंदिनियों तक की गई। जेल प्रशासन मानता है कि रेडियो ने जेल के माहौल में जबरदस्त सकारात्मकता भर दी है.
जेल रेडियो की कुछ उपलब्धियां
दून जेल रेडियो अपनी शुरुआत से ही बंदियों के लिए संवाद और भावनात्मक सुकून का जरिया बन रहा है. अप्रैल में उत्तराखंड लीगल अथॉरिटी और नालसा ने मिलकर देहरादून में एक क्षेत्रीय कान्फ्रेंस का आयोजन किया था। उसका उद्घाटन भारत के मुख्य न्यायाधीश श्री सूर्यकांत ने किया था। इस कॉन्फ्रेंस में वर्तिका नंदा ने उत्तराखंड की जेल में लाए गए रेडियो की यात्रा को उत्तर भारत के न्यायाधीशों के सामने प्रस्तुत किया था.
तिनका रिसर्च सेल करेगा शोध
2021 में तिनका तिनका रिसर्च सेल की स्थापना हुई थी। इस दौरान उत्तराखंड की देहरादून जेल रेडियो पर भी कई तरह के शोध किए गए जिससे जेल में संगीत की जरूरतों का भी आकलन किया गया। 13 मई, 2023 को जिला जेल, देहरादून और तिनका तिनका के बीच तीन करार किए गए थे जिनका मकसद इस जेल को एक मॉडल जेल के तौर पर स्थापित करना है. 2024 में नेशनल बुक ट्रस्ट से आई किताब रेडियो इन प्रिजन में भी इस जेल का विशेष उल्लेख किया गया है। इसी तरह 2023 में स्पेन और 2022 में नार्वे में हुई अंतर्राष्ट्रीय कान्फ्रेंस में भी दून जेल रेडियो का विशेष जिक्र किया गया था.
