Agra Jail Radio completed FIVE YEARS ON 31 July, 2024

“आज 31 जुलाई, 2024 को हम आगरा जेल रेडियो के 5 वर्ष पूरे कर रहे हैं। आज ही के दिन 2019 में ‌ तिनका तिनका फाउंडेशन की डॉ . वर्तिका नन्दा जी के प्रयासों से जेल रेडियो की शुरुआत की गई। यह कार्यक्रम बंदियों के लिए बंदियों द्वारा संचालित किया जाता है। इस कार्यक्रम का संचालन रेडियो जॉकी के रूप में बंदियों द्वारा ही किया जाता है। यह एक ऐसा कार्यक्रम है जिसने कोरोना जैसी महामारी में, जब लगभग 11 महीने देश के जिलों में मुलाकात बंद रही,  बंदियों को अवसाद से निकलने में अत्यंत महत्वपूर्ण भूमिका निभाई । आज भी इस कार्यक्रम का संचालन 2 घंटे निश्चित रूप से किया जाता है। इस कार्यक्रम के माध्यम से बंदियों का न केवल स्वस्थ मनोरंजन होता है एवं उनमें रचनात्मकता का भी विकास हो रहा है । इस कार्यक्रम के अंतर्गत प्रतिदिन मनोरंजन के अलावा हम शनिवार के दिन प्रश्न पहर का भी कार्यक्रम आयोजित करते हैं। इसके अंतर्गत उन्हें लीगल एड एवं हेल्थ के बारे में भी प्रदान की जाती है। आने वाले समय में हम इसको और अधिक उपयोगी बनाने के लिए अन्य बंदियों को भी प्रशिक्षित कर रहे हैं और साथ ही अन्य  आयाम भी इसमें जोड़ने का भी कार्य कर रहे हैं ।”

Marking Five Years of Support for Inmates through Radio 

A magic entered the oldest jail building in India exactly five years ago in the form of the jail radio. It was this day today when Babloo Kumar SSP, Shashikant Mishra, Jail Superintendent, and Dr. Vartika Nanda, Tinka Tinka Foundation inaugurated the prison radio. Conceptualized and trained by media educator and  prison reformer Dr. Vartika Nanda, this radio soon became the lifeline of inmates. Run by inmates, for the inmates, prison radio is a recent concept in India. The radio soon became a source of inspiration and support during Covid-19 pandemic. In the absence of visitations, it was this radio that worked towards helping inmates deal with the state of depression. 

Who were the radio jockeys

At the time of the launch, female inmate Tuhina, a graduate from IIM Bangalore, and male inmate Uday, a postgraduate, were made radio jockeys. Later, another inmate, Rajat, joined them. Expansion and new plans

Prison radio in District Jail, Agra runs for two hours every day. It has been decided to increase the duration xxxx

  “Presently the prison radio runs everyday for two hours. We are now planning to increase the duration. We also intend to increase the number of radio jockeys. The next round of selection of inmates for the jail radio will start shortly.”

“The success of this prison radio helped us to conceptualise prison radio in the state of Haryana and in District Jail, Dehradun in Uttarakhand. These radios are based on Tinka Model of Prison Radio  These are the only systematic prison radios available in the Indian jails. It is a matter of pride that this action oriented research was done during the period of 2019-20 and was  evaluated outstanding by ICSSR. We are planning to bring the findings of this research into the public domain very soon.”

The radio established in the District Jail, Agra, built during the Mughal era in 1741, has become a lifeline for inmates. 

History and capacity of the jail

This jail building was initially built during the reign of the 12th Mughal Emperor Mohammed Shah Gazi in the year 1741 A.D. (Hijri 1154). It was built by Mir Wazir-ud-din Khan Mukhtab and Mir Jalal-ud-din for the rest and recuperation of pilgrims going for Haj. Over the course of time, this premises was converted into  a jail. Initially,  District Jail Agra had a capacity of holding 706 inmates which was later increased to 1015. The holding capacity at present is 1135 inmates.

Vartika Nanda’s recent research on the "Study of the condition of women inmates and their children in Indian Prisons and their communication needs with special reference to Uttar Pradesh" has been evaluated as OUTSTANDING by ICSSR. She has established prison radios in the jails of Haryana and in District Jail, Dehradun in Uttarakhand.

भारत की सबसे पुरानी जेल में जेल रेडियो ने 5 साल पूरे किए 

जिला जेल आगरा में जेल रेडियो 31 जुलाई 2019 को शुरू किया गया।

कोविड-19 के दौरान कैदियों को विशेष रूप से बड़ी मदद मिली।

इससे प्रेरित होकर उत्तर प्रदेश ने अन्य जेलों में भी जेल रेडियो शुरू करने का निर्णय लिया।

कैदियों का चयन और प्रशिक्षण जेल सुधारक वर्तिका  नन्दा द्वारा किया गया।

जल्द ही कैदियों के नए बैच का चयन और प्रशिक्षण शुरू होगा। 

कैदियों के लिए रेडियो के माध्यम से पांच साल 

भारत की सबसे पुरानी जेल में ठीक पांच साल पहले जेल रेडियो के रूप में एक जादू ने प्रवेश किया था। आज के दिन ही बब्लू कुमार, एसएसपी, शशिकांत मिश्रा, जेल अधीक्षक और डॉ. वर्तिका  नन्दा, संस्थापक, तिनका तिनका फाउंडेशन ने जेल रेडियो का उद्घाटन किया था। मीडिया शिक्षक और जेल सुधारक डॉ. वर्तिका नन्दा द्वारा परिकल्पित और प्रशिक्षित यह रेडियो जल्द ही कैदियों की जीवनरेखा बन गई। कैदियों द्वारा, कैदियों के लिए चलाया जाने वाला जेल रेडियो भारत में एक नई अवधारणा है। कोविड-19 महामारी के दौरान रेडियो जल्द ही प्रेरणा और समर्थन का स्रोत बन गया। मुलाकातों की अनुपस्थिति में, इस रेडियो ने अवसाद की स्थिति से निपटने में कैदियों की मदद की।

रेडियो जॉकी कौन थे

नई घोषणा

“इस जेल रेडियो की सफलता ने हमें हरियाणा की जेलों और जिला जेल, देहरादून उत्तराखंड में जेल रेडियो को स्थापित करने के लिए प्रेरित किया। ये रेडियो तिनका मॉडल ऑफ प्रिज़न रेडियो पर आधारित हैं और ये भारतीय जेलों के एकमात्र व्यवस्थित जेल रेडियो हैं। यह गर्व की बात है कि उत्तर प्रदेश की जेलों पर किए गए शोद में यह जिला जेल, आगरा प्रमुख रही। इसे  2019-20 की अवधि के दौरान किया गया था और ICSSR द्वारा इस काम को उत्कृष्ट माना गया। हम इस शोध के निष्कर्षों को जल्द ही सार्वजनिक करेंगे।”

जेल का इतिहास और क्षमता

यह जेल भवन 12वें मुगल सम्राट मोहम्मद शाह गाजी के शासनकाल के दौरान 1741 ईस्वी (हिजरी 1154) में मीर वज़ीर-उद-दीन खान मुख्ताब और मीर जलाल-उद-दीन द्वारा हज जाने वाले तीर्थयात्रियों के विश्राम के लिए बनाया गया था। समय के साथ इस परिसर का उपयोग जेल के रूप में किया जाने लगा। स्थापना के समय जिला जेल, आगरा की क्षमता 706 कैदियों को रखने की थी जिसे बाद में बढ़ाकर 1015 कर दिया गया। 

जेल रेडियो और अनुसंधान

वर्तिका नन्दा के "भारतीय जेलों में महिला कैदियों और उनके बच्चों की स्थिति और उनके संचार की जरूरतों का अध्ययन, विशेष रूप से उत्तर प्रदेश के संदर्भ में" पर हालिया शोध को ICSSR द्वारा उत्कृष्ट के रूप में मूल्यांकित किया गया है। उन्होंने हरियाणा की जेलों और जिला जेल, देहरादून में जेल रेडियो स्थापित किए हैं। वे दिल्ली के लेडी श्रीराम कॉलेज में पत्रकारिता विभाग की प्रमुख हैं। तिनका तिनका जेलों में सृजन और बेहतर कामों को प्रोत्साहित करने की उनकी मुहिम है। जेलों पर लिखी उनकी किताबें भारतीय जेलों पर प्रामाणिक दस्तावेज मानी जाती हैं। www.tinkatinka.org हाल में उनकी लिखी किताब- तिनका तिनका तिहाड़ ने 12 वर्ष पूरे गए।

Tinka Jail Radio in District Jail, Agra has become a lifeline for the inmates. Jail Radio was inaugurated by Babloo Kumar (IPS), SSP,  Shashikant Mishra, Jail Superintendent, and Dr. Vartika Nanda on July 31, 2019. Vartika Nanda is credited for the conceptualization of the prison radio and its training. During that time, Tuhina, a woman inmate and Uday, a male inmate were selected as radio jockeys. Later, Rajat, another inmate, joined them. Tuhina became the first female radio jockey in Uttar Pradesh’s prisons. 

Background: Vartika Nanda’s research on the “Study of the condition of women inmates and their children in Indian Prisons and their communication needs with special reference to Uttar Pradesh” in 2019-20 has been evaluated as ‘outstanding’ and recommended for publication by ICSSR. During this period, she was instrumental in launching Prison Radio in District Jail, Agra. This jail is the oldest prison building in India. Her major projects with Tihar Prison Complex (Delhi), District Jail, Dasna, District Jail, Agra (Uttar Pradesh), and the jails of Madhya Pradesh and Haryana have brought a positive change in the prison atmosphere, fulfilling their communication needs and paving the way to reformation. 

Today, Tinka Tinka’s jail radio movement, starting from Agra, has expanded to 10  out of 20 jails in Haryana as well as to District Jail, Dehradun. Rooted in rehabilitating inmates and reforming prisons through the means of art, literature, music and media, Tinka Tinka has also conceptualized its unique ‘Tinka Model of Prison Radio’, which aims to ‘create rainbows behind bars.’ Tinka Tinka’s success story in leveraging jail radio to safeguard key human rights was presented at the first International Prison Radio Conference in Oslo, Norway, in June, 2022 and in Barcelona, Spain in 2023, where she represented Asia.

जेल रेडियो की  स्थापना दिवस पर विशेष

1741 में मुगलों के जमाने में बने जिला जेल, आगरा में स्थापित रेडियो बंदियों की जिंदगी का सहारा बन गया है। ठीक चार साल पहले 31 जुलाई को इस रेडियो का शुभारंभ एसएसपी बबलू कुमार, जेल अधीक्षक शशिकांत मिश्रा और तिनका तिनका की फाउंडेशन संस्थापिका वर्तिका नन्दा ने किया था। जेल रेडियो की परिकल्पना और उसका प्रशिक्षण वर्तिका नन्दा ने करवाया था। उस समय आईआईएम बेंगलुरु से स्नातक महिला बंदी – तुहिना और स्नातकोत्तर पुरुष बंदी- उदय को रेडियो जॉकी बनाया गया था। बाद में एक और बंदी- रजत इसके साथ जुड़ा।  तुहिना उत्तर प्रदेश की जेलों की पहली महिला रेडियो जॉकी की जेल बनी। रेडियो के लिए स्क्रिप्ट बंदी ही तैयार करते हैं। 

आगरा जिला जेल का रेडियो अब काफी चर्चा में है और अपनी निरंतरता से उसने जेल को मानवीय बनाने में मदद की है। अब प्रदेश की पांच सेंट्रल जेल और कम से कम 20 जिला जेलों में रेडियो शुरु किए जा चुके हैं।

अब तैयार होगी नई खेप

जिला जेल, आगरा के नए अधीक्षक हरिओम शर्मा के नेतृत्व में इस जेल में अब बंदियों का चयन होगा और उन्हें रेडियो जॉकी की ट्रेनिंग दी जाएगी। ट्रेनिंग का काम तिनका तिनका फाउंडेशन करेगी। यह काम अगस्त में शुरू होने की संभावना है।

जेल रेडियो के प्रयोग

जिला जेल, आगरा का यह जेल रेडियो उत्तर प्रदेश की बाकी जेलों में रेडियो को लेकर एक नींव बना। कोरोना के दौरान जेल ने बंदियों के मनोबल को बनाया। इसी रेडियो के जरिए जेल में महत्वपूरण सूचनाएं बंदियों तक पहुंचाई गीं।  मुलाकातें बंद होने पर यही उनके संवाद का सबसे बड़ा जरिया बना।  इसकी मदद से बंदियों कोरोना के प्रति जागरुक किया जाता गया। वे इसके जरिए अपनी पसंद के गाने सुन पाते हैं। अपनी हिस्सेदारी को लेकर उनमें खूब रोमांच रहता है।  महिला बंदियों को कजरी गीत गाने में विशेष आनंद आता है। रेडियो की पंच लाइन ‘कुछ खास है हम सभी में’ ने सबमें प्रेरणा का संचार किया है। इस दौरान वर्तिका नन्दा ने उतर प्रदेश की जेलों पर एक विशेष शोध किया जो कि भारतीय जेलों में महिलाओं और बच्चों की संचार की जरूरतों पर आधारित था। 2020 में ICSSR के लिए किए गए उनके इस शोध को उत्कृष्ट माना गया है और अब यह एक पुस्तक के रूप में सामने आ रहा है।  इस शोध के केंद्र में जिला जेल, आगरा थी।

Vartika Nanda presented a paper on the Role of radio in community communication in prisons in India at the international conference of IAMCR (International Association for Media and Communication Research) held in Madrid, Spain from July 7-11 under the section Community Radio: Narratives, Politics and Human Rights. Vartika Nanda is an academic by profession, a journalist by vocation, and a prison reformer by passion. She has used the best practices of journalism and academia to study and contribute to prison reforms. As the founder of the Tinka Tinka Foundation, she has tirelessly worked to improve the conditions in India’s prisons, including the introduction of prison radio in District Jail, Agra, and the jails of Haryana. She has authored three books on prisons including Tinka Tinka Tihar, Tinka Tinka Dasna, and Tinka Tinka Madhya Pradesh that present an authentic source of prison life and reforms in India. Her Tinka Tinka Jail Radio Podcasts are EXCLUSIVE podcasts dedicated to Indian prisons. Vartika Nanda was conferred with the Stree Shakti Puraskar by the President of India in 2014 for her seminal contribution to women's empowerment through media and literature. Her name has appeared in the Limca Book of Records twice, for her unique contribution to prison reforms, which was also taken due cognizance by the Supreme Court of India in 2018. Currently, she heads the Department of Journalism, at Lady Shri Ram College, Delhi University.

District Jail, Agra: 2019

Vartika Nanda did extensive research on the “Condition of women inmates and their children in Indian Prisons and their communication needs with special reference to Uttar Pradesh” in 2019-20. During this period, she was also instrumental in launching Prison Radio in District Jail, Agra. Tinka Jail Radio in DJ, Agra was inaugurated by Babloo Kumar, IPS, Senior Superintendent of Police, Agra, Shashi Kant Mishra, Superintendent, Agra District jail, and Vartika Nanda, prison reformer on 31st July, 2019.  This is the oldest prison building in India.

The beginning of Covid-19 in India brought a ban on visitations in all jails. This was the time when the potential and need of radio was realized more deeply. During the pandemic, prison radio played an even more significant role and became the major source of information and entertainment for the incarcerated souls. During this time, the Tinka Model of Prison Radio started taking shape.

Later, radios were launched in the jails of Haryana and in District Jail, Dehradun.

मीडिया अब मिशन नहीं रहा। देश-समाज के लिए कुछ कर गुजरने का माध्यम भी नहीं बल्कि अब यह बाजार का एक महत्वपूर्ण हिस्सा बन चुका है। मीडिया में करिअर बनाने वालों के लिए इस मीडिया और बाजार के गठजोड़ को समझना जरूरी है। आप इस किताब को पढ़े बिना आज के मीडिया परिदृश्य को नहीं समझ सकते। मीडिया और बाजार के रिश्ते को नहीं जान सकते।

किताब की भूमिका वरिष्ठ पत्रकार राहुल देव ने लिखी है। भूमिका पढ़कर ही आपको किताब के तेवरों का पता चलने लगता है।  वर्तिका नंदा का संपादकीय  मीडिया को सचमुच बाजार में खड़ा कर देता है ! पुस्तक में कुल नौ अध्याय हैं । पहला अध्याय पत्रकारिता और पब्लिक रिलेशन पर है जिसे जाने-माने लेखक-पत्रकार दिलीप मंडल ने लिखा है। पब्लिक रिलेशन के इतिहास और वर्तमान को  केस स्टडीज के माध्यम से बखूबी समझाया गया है जो मीडिया के छात्रों सहित आम पाठकों के लिए भी महत्वपूर्ण है। दूसरा अध्याय मीडिया और बाज़रवाद पर है जिसे टीवी जगत की मशहूर पत्रकार-एंकर श्वेता सिंह ने लिखा है। टीआरपी, विज्ञापनों का मकड़जाल, लागत और कमाई के संतुलन और असंतुलन, नैतिकता और अनैतिकता के सवाल। और अंत में, पाप, पुण्य, पत्रकारिता पर  टिप्पणी करता यह अध्याय एक इनसाइड विमर्श के रूप में एक नया नजरिया प्रस्तुत करता है। मीडिया और लोकतंत्र अध्याय में, सारिका कालरा ने मीडिया का लोकतंत्र, बाजार, मीडिया की लोकतंत्र के प्रति जवाबदेही और नैतिकता पर विस्तृत लेख-जोखा दिया है। न्यू मीडिया को सारिका कालरा ने  परंपरागत मीडिया के लिए एक चुनौती माना है और उसके स्वरूप-चरित्र पर खुलकर लिखा है।

अगला अध्याय ‘बाजार में सिनेमा’ है जिसे संपादक, लेखक-फिल्म समीक्षक जयसिंह ने लिखा है। सिनेमा को कला मानने में  एक ज़माना लग गया। आज ये एक ऐसा  कला माध्यम है जो अन्य कलाओं पर भारी पड़ चुका है। साथ ही, सबसे महंगा माध्यम भी है। जाहिर है इसको बनाने में मोटी रकम लगती है तो उस रकम को वापस पाने अर्थात मुनाफा कमाने के तरीके भी अपनाए जाते हैं। इन्हीं तरीकों और मॉडलों पर इस अध्याय में विस्तृत चर्चा की गई है। सिनेमा मनोरंजन का माध्यम भले ही माना जाता है लेकिन यह समाज पर अन्य मीडिया के मुकाबले अधिक और गहरा प्रभाव डालता है। अन्य परंपरागत मीडिया के मुकाबले सिनेमा का असर स्थायी होता है। अतः बाजार यहाँ एक महत्वपूर्ण भूमिका में नजर आता है। भारतीय  सिनेमा के मीडिया और बाजार से रिश्ते, विदेशों में भारतीय सिनेमा, भारत में विदेशी सिनेमा और क्षेत्रीय सिनेमा के बाजार पर यह महत्वपूर्ण लेख है। ‘विज्ञापन, मीडिया और बाजार’ अध्याय में विज्ञापन जगत का मीडिया और बाजार से क्या रिश्ता है और उसके सामाजिक, आर्थिक पहलू क्या हैं इस पर गंभीर विमर्श है। इसे लिखा है रेखा सेठी ने।  विज्ञापन की दुनिया का आभासी यथार्थ, जेंडर, बच्चे, विज्ञापन और सेलिब्रिटी कैसे इस सशक्त माध्यम के  टूल बनते हैं, इस पर बेबाक टिप्पणी इस अध्याय की विशेषता है।

सोशल मीडिया आज सर्वाधिक सशक्त माध्यम है जिससे आम आदमी भी अछूता नहीं है।  मीडिया विधयार्थियों को इसकी खूबी-खामियों के बारे में जानने का इस अध्याय से अच्छा स्रोत नहीं हो सकता। जयदीप कर्णिक डिजिटल मीडिया जगत में एक स्थापित नाम है। ‘चौराहे पर खड़ा सोशल मीडिया’ अध्याय में जयदीप ने इंटरनेट के रथ पर सवार इस नए मीडिया के विभिन्न स्वरूपों पर खुलकर बात की है और इसके चरित्र, पहुँच, प्रभाव तथा बाजार में इसके कद को बखूबी समझाया है। बाजार का मतलब खरीद और बिक्री से है। तो क्या सोशल मीडिया भी खरीद-बिक्री का एक उत्पाद है या कहें माध्यम है? इसका जवाब तलाशने में यह अध्याय आपकी सहायता करता है।

पत्रकारिता का एक दौर वह भी था जब यह मीडिया न्यूज एजेंसियों पर ही निर्भर था लेकिन अब दौर बदल चुका है फिर भी, न्यूज एजेंसियों को जानने, उनकी महत्ता, पहुँच, स्वामित्व और इससे भी महत्वपूर्ण यह कि इन एजेंसियों के सामने क्या चुनौतियां हैं, उन्हें समझने के लिए प्रियभांशु रंजन का लिखा अध्याय अहम है। बागेश्री चक्रधर का लिखा अगला अध्याय ‘मीडिया के बाजार में उबाऊ और बिकाऊ’ शीर्षक से है। जो दिखता है वो बिकता है और  मांग-आपूर्ति वाले सिद्धांत को मीडिया बाजार ने उलट-पलटकर रख दिया है। अब मीडिया के बाजार में मांग पैदा नहीं की जाती बल्कि माल की आपूर्ति कर दी  जाती है जिसके बाद मांग को घटाया बढ़ाया जाता है। और इसमें मीडिया अपनी विशिष्ट भूमिका निभाता है। उबाऊ को बिकाऊ बनाने के खेल में अब मीडिया भी एक बाजार बन चुका है। इसी को सामने रखता है यह अध्याय। अंतिम अध्याय ‘ नये भारत का मीडिया’ शीर्षक से है जिसे लिखा है प्रिन्ट-इलेक्ट्रॉनिक मीडिया के अग्रणी प्रियदर्शन ने। जैसा कि नाम से ही विदित होता है। इस अध्याय में उन्होंने नये भारत में मीडिया के उभरते स्वरूप और चरित्र पर खुलकर बात की  है। बात ही नहीं की है बल्कि कई  गंभीर सवाल उठाए हैं और उनके जवाब भी रखे हैं। पत्रकारिता के खासकर हिंदी भाषी छात्रों के लिए नये मीडिया के प्रत्येक पहलू को जानने की दृष्टि से, यह एक महत्वपूर्ण अध्याय है।

हम देखते रहते हैं

झूलता हुआ बरगद का कोई पुराना पेड़ 

पर नहीं रोकते उसे गिरने से  

हम इंतजार करते हैं कि 

पुल पूरी लापरवाही से बने

बनाने के लिए मिलने वाला पैसा 

समय पर तिजोरी में आये

पर पुल पक्का हो, 

इसके लिए रहते हैं बेपरवाह

हम इंतजार करते हैं कि 

सड़क के किनारे नाले-परनाले गंदगी से भरते रहें और हम 

उन्हें छोटा काम समझते रहें

हम सोचें सिर्फ अपना स्वार्थ। 

फिर एक दिन कहीं कोई पेड़ गिर जाता है

कही कोई पुल बह जाता है ं

कोई पुलिया टूट जाती है

सड़क बह जाती है

आस्था के मेले में कई लोग मर जाते हैं

जेल में राम उत्सव- बंदियों ने गाया राम भजन

जिला जेल जींद के बंदियों ने गाया मनमोहक राम भजन

जिला जेल जींद में बंदी जयभगवान ने तिनका तिनका जेल रेडियो के माध्यम से 22 जनवरी को अयोध्या के राम मंदिर में होने वाले रामलला के प्राण प्रतिष्ठा समारोह के लिए एक मनमोहक राम भजन गया है.

भजन गायकों की टीम

आए अवध में राम शीर्षक से लिखे गए इस भजन को 32 साल के जयभगवान ने गाया है। उनके साथ चार बंदियों- रामरूप (ढोलक वादक), शशि (हारमोनियम वादक), सुनील (मटका वादक) और गोविंद ( मटका वादक) ने वाद्यों पर साथ दिया है. इस भजन को लिखा भी जयभगवान ने ही है. 

जींद के अधीक्षक ने किया प्रोत्साहित

इस अवसर पर जिला जेल, जींद के अधीक्षक संजीव बुधवार ने बताया, “बंदी जयभगवान ने अन्य बंदियों के साथ मिलकर जेल में स्थापित तिनका जेल रेडियों के माध्यम से एक मनमोहक भजन गया है. तिनका तिनका फाउंडेशन की संस्थापक डॉ. वर्तिका नन्दा ने 2021 में हरियाणा की जेलों में जेल रेडियो की शुरुआत की थी. जिन जेलों में रेडियो सुचारु रूप से चल रहा है, उनमें से एक जींद जेल का रेडियो भी है. ”

अधीक्षक श्री संजीव बुधवार ने आगे बताया कि ‘बंदी जयभगवान को 2023 में ही जेल रेडियो के माध्यम से गायन के क्षेत्र में अहम योगदान के लिए राष्ट्रीय तिनका तिनका इडिंया अवॉर्ड से सम्मानित किया गया था. इससे पहले भी यूट्यूब के तिनका तिनका जेल रेडियो पर जयभगवान की प्रतिभा को सुनाया जा चुका है’

डॉ. वर्तिका नन्दा का कहना है, “सीमित संसाधनों के बावजूद जयभगवान ने इस खूबसूरत भजन को गया है. जब बाहर की दुनिया को प्राण प्रतिष्ठा को आज़ादी के साथ मना रही है, जेल का बंदी जेल रेडियो के माध्यम से अपनी ख़ुशी का इज़हार कर रहा है. यह सौभाग्य है कि ऐसे ऐतिहासिक अवसर पर जेल रेडियो ने बंदियों के भक्ति भाव को प्रस्तुत करने में एक बड़ी भूमिका अदा की है. हम जेल रेडियो पर एक विस्तृत शोध कर रहे हैं जिसमें जीदं जेल को खास तौर से शामिल किया गया है ”

‘जेल रेडियो सकारात्मक बदलाव ला रहा है’

अधीक्षक संजीव बुधवार के अनुसार, “जेल रेडियो के माध्यम से बंदी अपने जीवन पर या किसी अच्छे कार्य के बारे में अपने विचार साझा और अपनी छिपी हुई प्रतिभा को उजागर कर सकते हैं. जेल रेडियो के संचालन का मुख्य कारण बंदियों के भीतर साकारात्मक बदलाव लाना है. जेल रेडियो की वजह से जेलों में सवांद की कमी पूरी होगी. वहीं तिनका तिनका जो बंदियों को अवॉर्ड देता है उससे बंदियों को अच्छे काम करने की प्रेरणा मिलती है.”

गाने को रिलीज करने के अवसर पर श्री बीरेंद्र सिंह उप-अधीक्षक जेल, श्री संदीप दागीं, उप-अधीक्षक जेल, श्री रमेश कुमार उप-सहायक अधीक्षक जेल और अन्य जेल स्टाफ़ के सदस्य उपस्थित रहे. इस गाने को तिनका जेल रेडियो के 81वें अंक के तौर पर विशेष तौर पर प्रसारित किया जा रहा है और इसे पूरी जेल में सुनाया भी जा रहा है तिका सभी बंंदी प्रेरित हों.

Jai Bhagwan, an inmate incarcerated in District Jail, Jind, was a singer before his imprisonment. His long-held dream of releasing his own audio album has become a reality during his time in prison. Tinka Tinka Foundation, a public charitable trust dedicated to prison reforms, has released a song written by him. Jai Bhagwan, an undertrial inmate, was among the eleven prisoners selected as radio jockeys in this jail in 2022 by Dr. Vartika Nanda, prison reformer and founder of Tinka Tinka Foundation. Following the training of inmates and the subsequent launch of the prison radio, a chosen team of inmates, including Jai Bhagwan, were tasked and exhorted to create their own stories and content for Tinka Prison Radio. How did this experiment begin? 

In an innovative move, this song was shared with District Jail, Dehradun in Uttarakhand, breathing new life into the composition. Sanjeev Kumar, Superintendent, District Jail, Jind, and Pavan Kothari, Jailer, District Jail, Dehradun, provided crucial support to facilitate this collaborative effort. The responsibility of composing the song was entrusted to Dr. Suchit Narang, an inmate lodged in District Jail, Dehradun. He along with two other inmates, Arun and Rohit, displayed extraordinary ingenuity to compose the lyrics. This collaborative effort bridged two jails from different states, resulting in a beautiful creation. Who is Suchit Narang

Dr. Suchit Narang, an undertrial inmate, is visually challenged and has been in prison since 2018. He was selected as one of the radio jockeys for Tinka Jail Radio. Dr. Narang is the creative mind behind the theme song of Tinka Jail Radio, released on May 31, 2023 (https://m.youtube.com/watch?v=L19FMAoUcME). This theme song now opens and concludes every episode of Tinka Jail Radio.  It is heard by a large number of prison inmates across several jails in India, motivating them to engage in similar pursuits.  He was recently awarded the Tinka Tinka India Award under the ‘Special Mention’ category in December 2023, on the eve of international human rights day. He was chosen for his extraordinary contribution to prison life through jail radio.

Musical experiments in prison 

Tinka Tinka Foundation (TTF) is credited with introducing prison radio in the jails of District Jail, Agra, jails of Haryana and Uttarakhand. Tinka Jail Radio (TJR) has been instrumental in bringing positive change in prisons. It is a powerful tool for inmates across India to exhibit their talent. Resultantly, several musical compositions have been released through Tinka Tinka’s musical experiments behind the bars.

TTF released the corona-related song of Sheru, an inmate of Central Jail Ambala, which received appreciation from the Union Health Minister on his various social media platforms in May 2021. A song on Corona sung by inmate-turned-RJ Jitendra of District Jail, Rohtak, was also shared by the Union Health Minister. Tinka Tinka also facilitated 10 inmates of District Jail, Karnal, to release the prison’s theme song. Tinka Jail Radio podcast episode 26, released on the festival of Janmashtami, featured a special Ragini, a Haryanvi folk song, sung by three inmates of Central Jail (I), Hisar.  Such musical creations in jails have been widely discussed at international forums including Madrid (Spain), Barcelona (Spain), and Oslo (Norway).

Tinka Tinka Foundation (TTF) and Tinka Jail Radio

Conceptualized by prison reformer and media educator Vartika Nanda, Tinka Jail Radios empowers inmates with communication tools in prisons. These radios proved invaluable during the COVID-19 pandemic and are now considered essential in prison reformation efforts. Tinka Jail Radio Podcasts, initiated by TTF, stand as the only podcasts in India dedicated to prison reforms. These podcasts, launched first in 2020, shed light on inmates’ significant contributions to the incarcerated. With no financial support, Tinka Jail Radio podcasts aim to connect prisons across India. With nearly 1400 jails in the country, numerous inmates have made extraordinary contributions to the development of jail life, yet these stories are often overlooked.   TTF has published three books on prison reforms, considered authentic portrayals of prison life in India. Dr. Vartika Nanda, a media educator and prison reformer, is the creator of the Tinka Tinka Foundation, a movement that attempts to improve the lives of inmates lodged in different jails. The President of India awarded her the Stree Shakti Puraskar in 2014 in recognition of her contributions to literature and the media. This award is the highest civilian recognition for women’s empowerment in India. Her name has been listed twice in the Limca Book of Records (in 2015 and 2017) for bringing fresh ideas to the realm of prison reforms that are connected to the artistic manifestations of the creative abilities of jail inmates.

जेल में संगीत- तिनका तिनका फाउंडेशन ने सुरों से जोड़ी दो जेलें, दो राज्य

हरियाणा की जिला जेल, जींद में बंदी जय भगवान एक विचाराधीन कैदी हैं, जेल में आने से पहले वे एक गायक थे. जय भगवान का लंबे समय से सपना था कि उनका खुद का एक ऑडियो एल्बम रिलीज हो, जो जेल में रहने के दौरान सच हो गया है. जेल सुधारों के लिए समर्पित तिनका तिनका फाउंडेशन ने जय भगवान द्वारा लिखित एक गाने को रिलीज किया है. जय भगवान उन 11 बंदियों में से एक हैं, जिन्हें 2022 में जिला जेल, जींद के तिनका जेल रेडियो के जॉकी के रूप में चुना गया था. तिनका तिनका जेल रेडियो एक विलक्षण पहल है, जिसकी शुरुआत तिनका तिनका फॉउंडेशन की संस्थापक और जेल सुधारक डॉ. वर्तिका नन्दा ने की थी। इसके तहत हरियाणा की की जेलों में रेडियो लाने का सार्थक प्रयास किया जा रहा है.

जय भगवान का लिखा गीत ( मुखड़ा- गमे ज़िंदगी में मुस्कुराना सीख ले/ बुरे वक्त में मन समझाना सीख ले/ न जाने कब मिल जाए मंज़िल/ मुश्किलों में कदम बढ़ाना सीख ले) जेल की दीवारों के भीतर आशा जगाता है. तिनका जेल रेडियो की ट्रेनिंग के दौरान jab इन बंदियों को अपनी कहानी और अन्य रचनात्मक चीजों के सृजन के लिए जमकर प्रोत्साहित kiyaa gayaa तब जय भगवान ने गाने लिखने की इच्छा जताई. 

कैसे शुरू हुआ यह प्रयोग?

एक अभिनव प्रयास में तिनका तिनका फाउंडेशन ने ज़िला जेल, जींद के सुपरिंटेंडेंट संजीव कुमार से अनुमति लेकर ज़िला जेल, देहरादून (उत्तराखंड) के जेलर पवन कोठारी तक पहुँचाया. उसके बाद देहरादून जेल के इन तीन बंदियों ने गाने को नए सिरे से बनाया-डॉक्टर सुचित नारंग, अरुण और रोहित ने। इस गाने को तिनका तिनका फाउंडेशन ने तिनका जेल रेडियो के यूट्यूब के अपने पॉडकास्ट के 77वें अंक में जारी किया है। Tinka Tinka Jail Radio। Episode 77। Music in Jail। From Haryana to Uttarakhand। Vartika Nanda (youtube.com)फाउंडेशन एक लंबे समय से जेलों को आपस में जोड़ने की मुहिम में लगी हुई है. 

 कौन हैं सुचित नारंग?

डॉ. सुचित नारंग एक विचाराधीन बंदी हैं. वे नेत्रहीन हैं और 2018 से जिला जेल, देहरादून में बंद हैं. जेल में आने से पहले वे एक संगीतज्ञ थे. उनका चयन 2021 में तिनका जेल रेडियो में रेडियो जॉकी के तौर पर हुआ था। उनका रचा तिनका जेल रेडियो का सिग्नेचर ट्यून 31, मई 2023 को रिलीज किया गया. अब तिनका जेल रेडियो के  हर पॉडकास्ट की शुरुआत और अंत इसी सिग्नेचर ट्यून से होती है. इसे देश भर की कई जेलों के बंदी सुनते हैं. सुचित नारंग को दिसंबर 2023 में स्पेशल मेंशन कैटगरी में तिनका तिनका इंडिया अवॉर्ड दिया गया. अंतर्राष्ट्रीय  मानवाधिकार दिवस की पूर्व संध्या पर दिया जाने वाला यह भारत का इकलौता सम्मान है जो बंदियों और जेल स्टाफ को उनके उत्कृष्ट काम के लिए सम्मानित करता है. डॉ. नारंग को जेल रेडियो में विशेष योगदान के लिए यह सम्मान मिला है. 

जेलों में संगीत का प्रयोग

तिनका तिनका फांउडेशन को हरियाणा और उत्तराखंड की जेलों में रेडियो लाने का श्रेय जाता है. इससे पहले फ़ाउंडेशन ने ज़िला जेल, आगरा में भी रेडियो स्थापित किया था. इन जेलों में रेडियो बंदियों के बीच सकारात्मकता लाने का एक बड़ा प्रयास करता है. इससे पहले भी जेलों से ऐसे कई गाने फांउडेशन ने रिलीज़ किए हैं.

इससे पहले जिला जेल,रोहतक में बंदी आरजे बंदी जीतेन्द्र का कोरोना पर लिखा गाना रिलीज किया गया था. जिला जेल, करनाल के 10 बंदियों ने अपने जेल रेडियो के लिए सिग्नेचर टूयून लिखा तो केंद्रीय जेल नंबर 1, हिसार के बंदियों की जन्माष्टमी पर रागिनी रिलीज की गई. बीते सालों में तिनका तिनका फाउंडेशन ने जेलों में संगीत और शिक्षा के लिए जेल के रेडियो का एक प्रभावशाली माध्यम के तौर पर सकारात्मक इस्तेमाल किया है. तिनका जेल रेडियो और जेल संगीत की विस्तृत चर्चा अंतर्राष्ट्रीय मंचों पर भी हुई है. इनमें स्पेन के शहर मेड्रिड और बार्सीलोना और नॉर्वे का शहर ओस्लो शामिल है.

वर्तिका नन्दा के बारे में

डॉ. वर्तिका नन्दा भारत की स्थापित जेल सुधारक, मीडिया शिक्षक और लेखिका हैं। वे अपराध और जेल पर नए प्रयोगों के लिए जानी जाती हैं। तिनका तिनका भारतीय जेलों पर वर्तिका की एक अनूठी श्रृंखला। उनकी स्थापित तिनका तिनका फाउंडेशन ने देश की जेलों पर पहले और इकलौते पॉडकास्ट-तिनका तिनका जेल रेडियो की शुरुआत की। उन्होंने भारत की जेलों में पत्रकारिता की नींव रखी है। 2014 में भारत के राष्ट्रपति से स्‍त्री शक्ति पुरस्‍कार से सम्मानित। 2018 में सुप्रीम कोर्ट  की एक बेंच ने जेलों पर उनकी सलाहें शामिल कीं। जेलों का उनका काम दो बार लिम्का बुक ऑफ़ रिकॉर्ड्स में शामिल हुआ। जेलों पर तीन किताबों की लेखिका। तिनका तिनका मध्यप्रदेश भारतीय जेलों पर अब तक की इकलौती कॉफी टेबल बुक है जबकि तिनका तिनका तिहाड़ ने इस साल 10 साल पूरे किए हैं। 

वर्तिका नन्दा जालंधर दूरदर्शन में एशिया की सबसे छोटी एंकर बनीं। वे जी टीवी, एनडीटीवी, IIMC और लोकसभा टीवी से जुड़ी रहीं। वे लोकसभा टीवी की पहली एक्जीक्यूटिव प्रोड्यूसर बनीं। वे भारतीय टेलीविजन की उन गिनी-चुनी महिला पत्रकारों में से हैं जो अपराध पत्रकारिता से जुड़ीं और इस बीट की प्रमुख भी बनीं। वर्तमान में दिल्ली विश्वविद्यालय के लेडी श्रीराम कॉलेज के पत्रकारिता विभाग की प्रमुख।

Bringing tremendous change in the prison atmosphere

Helpful in reducing depression, improving the well-being of inmates

On the occasion of Dr. Bhim Rao Ambedkar Jayanti, District Jail, Jind has opened its prison radio for the women inmates. These inmates were trained by prison reformer and founder of the Tinka Tinka Foundation, Dr. Vartika Nanda. Today, the prison radio acquired its status of being officially functional. These jail radios are being encouraged by Mohammad Akil, DG, Prisons, Haryana.

Jail Radio in Haryana started with its soft launch on January 1, 2023. The objective of Tinka Jail Radio is to motivate inmates to encourage literacy and education, enhance their skills about radio, reduce depression and foster a positive prison environment.

Process of Tinka Jail Radio

Dr. Vartika took auditions of the incarcerated inmates in Jind jail and conducted training sessions for them throughout the past few months. 7 male inmates and 4 female inmates were finally selected. A separate set of inmates were chosen as singers. These inmates have now acquired the status of radio jockeys. All these inmates were trained by Dr. Vartika Nanda.

Important announcements

Dr. Vartika Nanda announced that now women inmates will also be engaged as radio jockeys and will be allowed to share their experiences. Women inmates and their children will be permitted to participate in these programs. Radio programming will include 7 different programs, which will greatly emphasize on education and music. Jind radio will now be broadcast for 3 hours every day.

Today, it was announced that inmates will also become part of Tinka Jail Radio Podcasts which are the podcasts in India dedicated to prison reforms.

As an essential component of its much-acclaimed Tinka Model of Prison Reforms, the organization has pioneered the campaign to establish prison radio in 7 of 19 jails in the state of Haryana, as well as in the barracks of Dehradun and Agra. As a part of these initiatives, nearly 100 talented and well-deserving inmates have so far received special training under Dr. Vartika Nanda’s supervision. Objective of the jail radio is to make inmates aware about national as well as social issues. Bollywood songs and Haryanavi folk music is especially loved by inmates.

Jail radio room

Today, the jail radio room was decorated by posters made by inmates. Sanjeev Kumar, Jail Superintendent of District Jail, Jind, welcomed the jail radio initiative. He mentioned that the prison department is deeply grateful to Dr. Vartika Nanda for her initiatives in Haryana jails. He underlined the fact that jail radio has been healing the problem of depression among the inmates. Jail radio has bridged the communication gap in jails and changed the mindset of inmates for the better.

Phases of Prison Radio: The backdrop

Prison radio in Haryana has been introduced in three phases- the first phase covered three jails – District Jail Panipat, District Jail Faridabad, and Central Jail Ambala.

The second phase had District Jail, Karnal, District Jail, Rohtak, District Jail, Gurugram, and Central Jail (I) Hisar. In the third phase, 5 jails were selected. These are District Jails Sirsa, Sonipat, Jind, Jhajjar, and Yamunanagar.

The state’s first Jail Radio was inaugurated at Panipat by Shri Ranjit Singh, Jail Minister, Haryana.

About Tinka Tinka & Dr. Vartika Nanda

Tinka Tinka Foundation is the brainchild of prison reformer and media educator Dr. Vartika Nanda who is credited for establishing prison radio stations in Haryana. These radio stations are carving space for a new cultural life by offering inmates the vocal medium to share their emotions, thoughts and musical expressions with the society. In 2019, Dr. Nanda established radio in District Jail, Agra, located in the oldest jail building in the country. These radio stations were given special support by Shri Rajiv Arora, ACS Home, and Shri K Selvaraj, then DG Prisons in their establishment. Shri Akil Mohammad, DG Prisons, has also extended his unconditional support to this journey.

Dr. Nanda has been honored with Stree Shakti Award from the President of India in 2014 for her efforts in prison reforms. Her work on prisons has twice found a place in the Limca Book of Records. Currently, she heads the Department of Journalism in Lady Shri Ram College, University of Delhi.

हरियाणा की जेलों में रेडियो ला रहा है बड़े बदलाव

अवसाद में कमी, संवाद में बेहतरी

डॉ. भीमराव अंबेडकर जयंती पर डॉ. वर्तिका नन्दा, संस्थापक तिनका तिनका फाउंडेशन द्वारा जेल रेडियो के लिए प्रशिक्षित की गईं महिला बंदियों को रेडियो जॉकी के रूप में शामिल किया गया। साथ ही जेल रेडियो स्टेशन को बंदियों के लिए पूर्णरूप से चालू कर दिया गया।

जेल रेडियो की शुरुआत

जिला जेल, जींद में 1 जनवरी 2023 को हरियाणा के महानिदेशक कारागार श्री मोहम्मद अकील के मार्गदर्शन में जींद जेल के अधीक्षक संजीव कुमार और डॉ. वर्तिका नन्दा के सहयोग से जेल के बंदियों के लिए जेल रेडियो की शुरुआत की गई थी। जेल रेडियो का मकसद बंदियों को शिक्षा के लिए प्रोत्साहित करना, रेडियो स्किल से जोड़ना, उनमें अवसाद की कमी लाना और उनमें सकारात्मक सोच विकसित करना है।

जेल रेडियो की प्रक्रिया

डॉ. वर्तिका नन्दा ने समय-समय पर जेल के बंदियों का ओडिशन लिया। बाद में 7 पुरुष बंदियों और 4 महिला बंदियों का चयन किया गया। इसके बाद इन बंदियों को रेडियो जोकी के तौर पर प्रशिक्षित किया गया।

महत्वपूर्ण घोषणाएं

जेल अधीक्षक संजीव कुमार ने बताया कि जींद जेल रेडियो अब हर रोज 3 घंटे का प्रसारण करेगा। इसमें 7 अलग-अलग तरह के कार्यक्रम होंगे। इनमें शिक्षा और संगीत से जुड़े कार्यक्रमों को विशेष अहमियत दी जाएगी।

डॉ. वर्तिका नन्दा ने बताया कि अब महिला बंदी भी रेडियो जोकी बनेंगी और अपने अनुभव साझा करेगी। वे प्रेरक कहानियां भी सुनाएंगी। महिला बंदी और उनके बच्चे भी इन कार्यक्रमों में हिस्सा ले सकेंगे। बंदियों को राष्ट्रीय और सामाजिक मुद्दों पर जागरूक करने पर भी जोर होगा। देश की कला संस्कृति को बढ़ावा देने के कार्यक्रम भी नियमित तौर पर बनाए जाएंगे। यह बंदी अब तिनका तिनका जेल रेडियो का खास हिस्सा बनेंगे ताकि उनकी आवाज दुनिया के दूसरे देश बी सुन सकें। यह देश का इकलौता पोडकास्ट है जो जेल सुधार के सिए समर्पित हैं। हरियाणा के लोकगीत इस जेल रेडियो पर खास तौर से लोकप्रिय हैं। जेल में अन्य बंदी भी पर्ची के माध्यम से अपनी फरमाईश कर अपनी पंसद के गाने भी सुन सकेंगें। अब जेल में एक लेटर बोक्स भी स्थापित किया जा रहा है।

जेल रेडियो कार्यक्रम

जेल रेडियो के स्टूडियो को आज बंदियों के लिए बनाए पोस्टर्स से सजाया गया था। संजीव कुमार, अधीक्षक जेल, जिला जेल,जींद ने डॉ. वर्तिका नन्दा, संस्थापक तिनका-तिनका फाउंडेशन का जिला जेल जींद पर पहुंचने पर स्वागत किया। उन्होंने बताया कि हरियाणा जेल रेडियों की संकल्पना तिनका तिनका फाउंडेशन की संस्थापक डॉ. वर्तिका नन्दा ने की है। वर्ष 2019 में तिनका तिनका फाउंडेशन ने जिला जेल, आगरा में जेल रेडियो स्थापित किया गया था। हरियाणा जेल रेडियो उन्हीं की संकल्पना पर आधारित है, जिसके लिए जेल विभाग की तरफ से उनका आभार भी व्यक्त किया। जेल रेडियो के माध्यम से पुरुषध् महिला बंदी अपने जीवन पर या किसी अच्छे कार्यो बारे अपने विचार साझा कर सकते हैं और अपनी छुपी हुई प्रतिभा को उजागर कर सकते हैं। जेल रेडियो को संचालन का मुख्य कारण जेलों को सुधार गृह बनाने में बहुत अच्छी पहल है। जेल रेडियो की वजह से जेलों में सवाद की कमी पूरी होगी और बन्दियों में सकरात्मक उर्जा का संचार होगा।

हरियाणा जेल रेडियो की पृष्ठभूमि

हरियाणा में जेल रेडियो को तीन चरणों में शुरू किया गया है- पहले चरण में तीन जेलें शामिल थीं- जिला जेल पानीपत, जिला जेल फरीदाबाद और केंद्रीय जेल अंबाला। दूसरे चरण में जिला जेल, करनाल, जिला जेल, रोहतक, जिला जेल, गुरुग्राम और केंद्रीय जेल हिसार (1) शामिल हैं। तीसरे चरण में 5 जेलों का चयन किया गया। यै हैं- जिला जेल सिरसा, सोनीपत, जींद, झज्जर और यमुनानगर हैं।

हरियाणा के जेल मंत्री श्री रंजीत सिंह, कारागार मंत्री, हरियाणा ने 16 जनवरी, 2021 को पानीपत में राज्य के पहले जेल रेडियो का उद्घाटन किया था।

आज जींद जेल के विसेष समारोह में श्री बिरेंद्र सिंह उप-अधीक्षक जेल, श्री संदीप दागी, उप-अधीक्षक जेल, श्री धर्मचंद सहायक अधीक्षक जेल, श्री रमेश कुमार उप-सहायक अधीक्षक जेल व अन्य तमाम जेल स्टाफ के सदस्य उपस्थित रहे।

तिनका तिनका फाउंडेशन और डॉ वर्तिका नन्दा के बारे में

इससे पहले तिनका तिनका फाउंडेशन ने 2019 में जिला जेल, आगरा में जेल रेडियो शुरू किया था। हरियाणा में जेल रेडियो तिनका मंडल आफ प्रिजन रिफार्म्स पर आधारित है। हर साल तिनका तिनका फाउंडेशन तिनका तिनका इंडिया अवार्ड प्रदान करके भी कैदियों और जेल कर्मचारियों को प्रोत्साहित करता है। यह भारत के इकलौते अवार्ड हैं जो बंदियों और जेल स्टाफ को उनके विशेष कामों के लिए दिए जाते हैं।
